MAY PLUNGE ALL EUROPE INTO BATTLE (Continued from Pago One) and out wamim; to Germany that her agressions, or contemplated ag gresMon, on the French protectorate of .Morocco, would nt be tolerated coming so close upon the recent British and French protests against tne presence of German wnrOii.w and the landing of German murines at Agadir, the declaration of the chancellor was plainly pointed in the one direction. Back of Spain in her dispute with France over the recent arrest of Consul Boussuet was ?en the hand of the kaiser. While Spain practically apologized for the action of her troops, no disclaimer of her right to arrest the French consul came, and the failure of Kins Alfon so' ministers to make this disclaimer has been taken in France and Eng land as a practical avowal of Span ish sovereignty. Think Kaiser War Mad. In all this French and British statesmen see tho fine hand of the kaiser. The declining power of Spain, mpiomatista believes, is to be bol stered up by the fleets and legions of lite kaiser in case a confjict comes. For years il has been Europe's be lief that the "war loard! will novar be satisfied until he has provoked a general European conflict hoping by military.-power to build up the "Fatherland" in territory and influ ence upon the wreck of other nations which would certainly follow. That the present situation in Mo rocco with the declaring it has in voked from tho British ministry, is lo ue uiaue tne occasion by the kaiser of opening this world war is tho general belief in England today. It surpasses m importance the usual hysterics wiiHi eoinu to Englishmen when the kaiser interferes in international politics. Tho Grand Council 3f tho Shrine which has just been la session at Rochester, N. Y., has granted n dls Utilisation for the Ashland Shrluo to mako a pllgrtmago to Medford In Oc tober and put on work In this city. The Orioli with its 100 foot vein, the Blue Ledgf with is '200 feet of vein, nnd others of equal magnitude are all found ii southern Oregon. A weck'n search has brought out no cIowh as to her whereabouts. The police believe tho girl ended her own life and the hcarch today will bo continued by detectives who expect only to find tho young woumii'h dead body. "Wo aro, ready to follow up any clow," said Hobert Ilg, brother of the missing gill. "We have no the ories but we have no hope," dovetail Into ono another, tho com mission announces its decisions In two opinions. In brief, tho commis sion takes tho vlow which it took in Its opinions of the samo cases an nounced a year ago last Juno. At that time tho commission said it would make no order respecting the rates -which it suggested might bo put Into effect until It had had oppor tunity to determine from reports mado to It by the carriers of tho probable effect or tho suggested rates Moantlmo tho curlers have submlted to tho rommlssloii their earnings tin ner tne old rates and what would have been their earnings under the rates proposed by tho commission These tabulated statements have con vinced tho commission that tho rates determined upon by tho commlssiou In its decisions of Juno 7, 1910, nre generally fair and reasonable. The commission says that there Is no reason why these rates should not now bo established. Hack Haul Knocked Out. "Since the promulgation of that opinion," tho commission says, "the fourth soctlon (the long nnd uhort haul provision) "Tins -.been amended. Inasmuch as tho gravament of tho complaint of the city of Spokane and to some extent of Salt Iakc City was directed against tho violation of the fourth section. It is necessary again to Inquire whether, under tho amend ed fourth section, tho relief to which these communities are entitled can now bo granted." Tho opinions In tho Spokano rate case and In the Salt Lake cases wero prepared by Commissioner Prouty. l'hey effect nil applications by the carriers for relief under the long and 3hort haul provision. For the Hako Jf convenience the country between the Atlantic and tho Pacific oceans is divided Into five freight zones. These zones nro defined with reasonable JeflnitloiiH by tho decisions. Five National ones. From zouo number one, which In cludes approximately all tho terri tory west of u mld-centennlul north and south line It Is prescribed that rates must not bo hlclier on west bound traffic to any Intermodinto point than to more distant point. Moving eastward from zone number two the rates to Intermediate points may exceed those to more distant points by not over sovon per cent; from zono number three by not oyer 15 per1 cent, and from zone number four by not over 25 per cent. No opinion Is expressed as to tho rates from zone number five, which Is far thest oast, because tho rates from that territory nro not particularly In volved in those decisions inasmuch as thoy are goiioVnlly controlled by ocean transportation to tho Pacific coast. In concluding tho discussion of the Spokano case tho commission re port says: Up (o the ItallrouiK "It may bo asked why tho schedule of rates suggested by the commission us reasonable should not bo ordorod In. Tho answer Is thut carriers should bo permitted In so far as pos sible to adjust their own turlffs and that it scorns probnblo that in com pliance with this order carriers must established rates in substantial ac cord with thoBo suggested by us. It should bo over borne in mind that the ucuto complaint in this caso In tho discrimination and not tho unreas onable rate, Obedleuco to this order will doubtless result in some rates from tho cast whleli nre highor und In others which are lower than thnso suggested by tho commission, sluco wo did not then feel at liberty, aH tho complainant requested, to mnko tho Spokane tato depend upon tho coast rate. But It is likely that the resulting schedule will bo more sat isfactory to tho coinplnlnantH and no more burdoiisomo -upon tho dofon- (luntH. If tho curriers establish un der thin disposition of the cuso rates to Spokano which are om-okhIvc, a further order can be mado In thin proceeding reducing them lo a prop or haHls." CnN Out Uettii-u Charge. "Tho Intention of tho nmcndod laws," siiyn Commissioner Lane, "lM to mnko Itn prohibition of tlm hlghur rata for tho shorter haul a vtilo of well nigh universal application from which thin commlsnlun may deviate only In npeclnl cases and then only to moot transportation clrrumitances which nro beyond tho carriers' con trol." It Is held that, "In the light of bin tory It is not to bo gain said that the transcontinental linen nnitit give con nlderatloh to sea competition." it wnH held also, however, that tho car rlors heroin Involved hnvo not shown that undue discrimination was not ef fected by their rate adjustments be tween points In Nevada and points In California; nor have they establish od that the rates to tho roast cities, if extended by them from eastern points outside the xouo of water In flueuco nre not fully compensatory." Must ltciiiit 'I'm Iff. Tho transcontinental carriers, therefore, aro ordered to readjust their present rates by October 15 next from eastern territories to lit termedlate points us compared with the rates from Nevada points to the Pacific coast. This will mnko a to diictlou of rates to Ucuo and Nevada common points from tho east of ap proximately :t:t l-:t per cent. In the course of tho opinion Com mlsslnucr I.nne says: "Wo desire to lie extremely causer vntlvo In this first application of the now law and to require on adjust meuLof rales that will bo oafely with In the zone of our discretion. For this reason wo have derided that the transcontinental carriers serving Iteno nnd other points upon the main lino of the Central Parlflc shall make no higher charges upon articles car rying a commodity rate than Is con temporaneously In effect from Mis souri river points, such as Omaha and Kansas City, to coast terminal points. This principle we shall also expect to be applied on commodity rates to nil main lines Intermediate points In Nevada and California. "Souio of the petitions under the fourth section are mado by carriers reaching California terminals through southern Nevada and Arizona. These applications for relief are denied lit so far ai they Involve the Imposition of higher rates upon Intermediate points than are applied on commodi ties from tho Missouri river to l.oe Angeles, San Francisco mid other Pa elf lo coast terminals."
