With unknown numbers dead and in
jured and 20,000 persons nlready
homeless, fire were still raging un
checked today in the Stamboul quar
ter. One-third of tho Stamboul and
Scutari districts has been destroyed
and all available troops have been
called out to patrol the Galeta and
Pera sections. Sixty-five hundred
homes have been destroyed and the
damage amounts to 10,000,000.
It is believed tho fires were start
ed by political incendiaries.

Relatives of Mary Gertrude Ilg, who
disappeared from her home hero a
week ago, have abandoned hope of
iiiidmg her alive. A weck'n search
has brought out no cIowh as to her
whereabouts. The police believe tho
girl ended her own life and the hcarch
today will bo continued by detectives
who expect only to find tho young

opinion," tho commission says, "the
fourth soctlon (the long nnd uhort
haul provision) "Tins -.been amended.
Inasmuch as tho gravament of tho
complaint of the city of Spokane and
to some extent of Salt Iakc City was
directed against tho violation of the
fourth section. It is necessary again
to Inquire whether, under tho amend
ed fourth section, tho relief to which
these communities are entitled can
now bo granted."
Tho opinions In tho Spokano rate
case and In the Salt Lake cases wero
prepared by Commissioner Prouty.

carriers for relief under the long and

the Atlantic and tho Pacific oceans is
divided Into five freight zones. These
zones nro defined with reasonable

cludes approximately all tho terri

rates must not bo hlclier on west
bound traffic to any Intermodinto
point than to more distant point.
Moving eastward from zone number
two the rates to Intermediate points
may exceed those to more distant
points by not over sovon per cent;
from zono number three by not oyer
15 per1 cent, and from zone number
four by not over 25 per cent. No
opinion Is expressed as to tho rates
from zone number five, which Is far
thest oast, because tho rates from
that territory nro not particularly In
volved in those decisions inasmuch
as thoy are goiioVnlly controlled by
ocean transportation to tho Pacific
coast.
In concluding tho discussion of the
Spokano case tho commission re
port says:
