The people of the re gion affected, if the bill passes, must then plead their case, in each instance, before this high court at long range. The measure, however, provides for an expenditure of $15,000,000 a year on river development. It does not name any project for first con sideration. Where this money is to be spent is left to the discretion of army engineers. They may spend it down river or up river, and the Uma tilla rapids may again be sold down the river.
