By referen c e to th e le tte rs of th e O u tlo o k ’s P o rtla n d c o rresp o n d e n t it will be seen th a t P o rtla n d ’s city com m issio n ers a re en d eav o rin g to p ru n e dow n tlie e stim a te s fo r next y e a r’s expenses an d a re having a h ard tim e doing it Most people a re inclined to blam e th e new com m ission form of g o v ern m ent fo r th e Increasing cost of ru n ning th e c ity ’s affairs, b ut it muBt be rem em b ered th a t P o rtlan d is grow ing an d has been ca rry in g on a cam paign of ad v e rtisin g th a t calls for an Increased expense account. It Is n o th in g new th a t cities a d v ertise them selves, usually th ro u g h ch am b ers of com m erce w hich try to a ttr a c t new resid e n ts because new resid e n ts m ean new b u ildings, new cu sto m ers fo r th e shops, new fares for s tre e t cars, new w ork for b u ild ers, new d ep o sito rs for b an k s and new business all aro u n d . T hey in tu rn call fo r an increased cost of a d m in istratio n , m ore policem en, m ore firem en, m ore p ark s, m ore of ev ery th in g th a t costs money. So it is not to he w ondered at th a t th e city ex penses of P o rtla n d are grow ing. T he sam e may be said of M ultnom ah county. C om m ission g o v ern m en t has done one tiling d esp ite its o th e r sh o rtco m ings: It has b an ish ed th e secretiv e, obscu rin g policy of s ta r ch am b er m ethods, so m uch in evidence in cities g overned by a " r in g ” whose pu p p ets a re in th e com m on council. T h ere is in th e com m ission form a policy of ex ten siv e publicity, w ith an eye sin g le to h au lin g th e lig h t from u n d er th e b ushel so th a t it may sh in e before all men. W hat v irtu e s rest in exposing open and fra n k b u d g ets to public atte n tio n th e people of P o rtlan d a re not yet th ro u g h finding o u t. It has been ac cepted as rea so n ab le th a t a fa s t grow ing city would have an equally fast grow ing se t of expenses. T he p er ca p ita rises w ith th e n u m b er of citizens to be cared fo r; yet we have th e phen o m en a of th e five heads of the P o rtlan d city g o v ern m en t tu m b ling o ver one an o th e r, u n d er th e sp u r applied by G eorge L. R aker, to provide item ized e stim a tes for next y e a r’s expenses w hich w ill bear th e lig h t of day in all th e ir crack s and crevices. T ariff law s are alw ays su b ject to criticism , but none of them m ore so th a n th e one now in existence which lias proved to be an ignom inious failu re. Now com es word th a t th e p resi dent has u n d er contem platio n f u rth e r tariff changes, including an In crease on liq u o r and tobacco, l i t i s inay be ch eerin g news to som e hut they a re not necessities, and w hile (lie ad m in istra tio n is a t co n sid er able pains to explain th a t no g eneral revision of th e existing tariff law is in prospect, it is noticeable th a t changes in present schedules are seriously contem plated w ithout g iv ing relief w here it is m ost needed e ith e r to the consum er o r to th e national trea su ry . In ad d itio n to th e proposed tariff changes, a red u c tion lim it on the In h erita n ce tax, to reach incom es as low as $1500 a year Is suggested.
