resid e n ts m ean new b u ildings, new
cu sto m ers fo r th e shops, new fares
for s tre e t cars, new w ork for b u ild
ers, new d ep o sito rs for b an k s and

tu rn call fo r an increased cost of a d
m in istratio n , m ore policem en, m ore
firem en, m ore p ark s, m ore of ev ery
