Zone 14 customer, general fire alarm at the high school. -Dog Complaint, Oc- curred at Wilson Ln/Peters Rd, in Boardman. The re- porting party found a small tan and white Chihuahua wearing a red collar. No phone number was provid- ed, but the dog has a license number. **RP located the owner. -Alarm, Occurred at Bank Of Eastern Oregon on W Main St, in Ione. The reporting party is trying to get a hold of a doctor to prescribe her medication. ***Patient’s medical history was pro- vided with her information, and they will contact her within 21 days. -Driving Complaint, Occurred on E Highway 730, in Irrigon. The re- porting party advised that a white van was speeding, possibly going 85/90 mph, swerving in and out of traffic, and even hit con- struction cones. *Unable to locate the vehicle. -Driving Complaint, Occurred on Se Utah Ave, in Irrigon. The report- ing party observed a blue Chevy Cruze with a license plate ending with MUD. The vehicle was seen driv- ing down Utah Ave towards First St. The reporting party mentioned that the driver has no license and was also seen driving near the school earlier today. -Trespass, Occurred on W 2ND St, in lone. The reporting party observed a dark-col- ored Challenger speeding at approximately 50 mph heading towards Thirteenth St. Deputy was unable to locate the vehicle. -Welfare Check, Oc- curred on Se Skyline Dr, in Heppner. The reporting party advised that a female called her twice and said she was very confused. The female is in her 80s. The reporting party is concerned that she may be having a medical emergency. MCSO and HEPA responded, and the female was declared code 4. The patient refused medical assistance. -Extra Patrol, Occurred on Kunze Ln, in Boardman. The reporting party request- ed extra patrol as people were trying to break into their property (J&S) and were messing with the gate. MCSO- Nov 17 9HKLFOH&KHFN7KHUH was a report of a car parked sideways across the rail- road tracks on I-84 West in Boardman. MCSO and Boardman Police Depart- ment (BPD) were dis- patched to the scene. How- ever, they were unable to locate the vehicle. -Driving Complaint: A driving complaint was received regarding a black )RUGFURVVRYHU689KDWFK- back on SE Utah Ave in Irrigon. The female driver was reported to have sped through Utah Ave heading towards Tenth Street. -Juvenile Complaint: A resident on SE Eighth Ct in Irrigon reported that chil- dren were kicking at their GRRUDURXQGPLGQLJKW9LG- eo footage was available and the resident requested contact with a deputy. -Driving Complaint: A blue, silver, and gold group of older model Buicks was observed driving together on I-84 East in Boardman. The vehicles had temporary tags and did not allow other vehicles to pass in between them. The complainant found this behavior suspi- FLRXVDQGUHTXHVWHGR൶FHUV to be aware. The case was referred to another agency. -Driving Complaint: A white four-door Chevy pickup was reported for speeding on SE Utah Ave in Irrigon, heading towards Tenth Street. However, the vehicle was unable to be located. -Information: Accord- ing to an update from an XQLGHQWL¿HGSHUVRQ 83' a stolen truck was spotted heading west on Highway 730, just past Patterson Ferry Rd in Irrigon. MCSO responded to the scene and completed the necessary actions. Additionally, Mat- thew Blackmarr was arrest- HGE\0&62IRU9LRODWLRQ of Restraining Order and was booked at the Umatilla County Jail with no bail. -Driving Complaint:A white Dodge Journey was reported for speeding on SE Utah Ave in Irrigon. The driver also exhibited DJJUHVVLYHEHKDYLRUE\ÀLS- SLQJR൵DQRWKHUPRWRULVW -Animal Complaint: A dead cow carcass was GLVFRYHUHGLQWKH¿HOGEH- hind a residence on SW Nevada Ave in Irrigon. The complainant requested that deputies speak to the owners about having the carcass removed as it was attracting coyotes. A depu- ty spoke to the cow owner ZKRFRQ¿UPHGWKDWWKHFRZ would be removed in the next few days. -Animal Complaint: A dog complaint was re- ceived regarding a dog that had been coming onto a property on Highway 74 in Heppner. The complaint further stated that one of their cows was now miss- ing. The owner did not re- quire immediate response, but a deputy made phone contact and conducted a search of incident history, EXWZDVXQDEOHWR¿QGDQ\ matching descriptions of missing cows. -Dog Complaint: A black and white medi- um-sized dog was reported as potentially abandoned, as it was seen lying about 10 IHHWR൵WKHURDGRQ.XQ]H Ln in Boardman. The re- porting party observed the dog earlier in the day and then again later in the day on the north side of the road. The deputy took the dog to a pet rescue facility, and the owner was later lo- cated and provided with the pet rescue’s information. -Noise Complaint: A noise complaint was called in regarding a red short bed Dodge pickup truck with chrome rims parked in front of a residence near the inter- section of SE Utah Ave and SE Brandon St in Irrigon. However, the vehicle was unable to be located. -Driving Complaint: A black sedan was reported for speeding on SE Eighth St in Irrigon. The deputy was notified but was currently out of position. -Extra Patrol: A request was made for extra patrol on Kunze Ln in Boardman. The resident reported indi- viduals trying to break into WKHLU SURSHUW\ VSHFL¿FDOO\ targeting the J&S area. They also reported interfer- ence with their gate. -Agency Assist: Gil- liam County requested a cover unit from MCSO for a possible DUII incident on I-84 East in Boardman. MCSO Nov 18 - EMS Dispatch: Re- sponded to Bell, Mary E on Anderson Cir. in Board- man. An 83-year-old female was found down on the ÀRRUDQGLQQHHGRIDOLIWDV- sist. EMS, Bell Ambulance (BAMB), and Boardman Fire Department (BFD) were dispatched, with lift assist as the only required assistance. - Fire Call: Received DUHSRUWRIKLJKÀDPHVE\ the canal at Kunze Ln/Toms Camp Rd in Boardman. BFD was contacted but was XQDEOHWRORFDWHWKHÀDPHV - Fire Call: Notified RIWKUHHODUJH¿UHVVSRWWHG from the freeway on I 84 W in Boardman. This time, BAMB and BFD were again dis- patched for lift assist only. - EMS Dispatch: Re- ceived a lift assist request on NW Church St in Hep- pner. An 80-year-old female needed assistance from bed to another location. Hep- pner Ambulance (HEPA) and Heppner Fire Depart- ment (HEPF) responded and provided lift assistance. - EMS Dispatch: Re- port of a 67-year-old male experiencing extreme ab- GRPLQDO SDLQ DW 2DVLV 59 Park on W Highway 730 in Irrigon. Irrigon Rescue and Ambulance (IRRA) responded, but the patient refused transport. - EMS Dispatch: Walk- in patient complaining of chest pain at Irrigon Fire Hall on NE Main Ave in Irrigon. Caller suspects a person who was on their property earlier may be in- volved. MCSO responded and completed an investi- gation but was unable to locate the missing items. - Drunk Driver: A tan Toyota Camry was reported leaving the Finley Buttes /DQG¿OORQ%RPELQJ5DQJH Rd in Boardman, with the driver suspected of be- ing intoxicated. MCSO responded but was unable to locate the vehicle. - Suspicious Activity: Caller reported someone hiding outside in the bushes on Columbia Ln in Irrigon. MCSO responded and con- ducted a thorough search of the area but found no evi- dence of anyone’s presence. The area was cleared. - Driving Complaint: A grey Toyota Tundra was observed passing a vehicle in a no-passing area and nearly hitting a semi-truck on Highway 730 in Irrigon. Deputy checked the area up to the 144-mile post but was unable to locate the vehicle. - Citizen Assistance: A trucker delivering grain for Grain Growers at Sinclair Station on W Main St in Lexington requested help as they were unable to make contact with the closed facility. No further details provided. - Welfare Check: Re- quest for a welfare check on a husband at Love’s Travel Stop and Country Store on Tower Rd in Boardman. The husband’s vehicle was described as a white semi with Illinois license plate number PT\70146, belong- ing to the Winbug group. Disposition: Unable to locate. -EMS, occurred on NE Garrigues St in Heppner. A 67-year-old female, who is intoxicated and on medica- tions, requested EMS as- sistance. MCSO and HEPA responded and the patient was transported to GSH. -EMS, occurred on NW Tumbleweed Blvd in Irri- gon. A 77-year-old male fell and twisted his knee, hitting his previously surgically repaired broken hip. The reporting party’s father heard a crash outside their residence and ob- served damage to a fence and part of a vehicle’s fend- er. However, there was no vehicle present in the area. The incident occurred ap- proximately 20 minutes ago. MCSO responded and took a report. -Driving Complaint, occurred on SE Utah Ave in Irrigon. The reporting party states that a dark blue Ca- maro was speeding towards Tenth Street. The emails contain various complaints, and contact information for deputies and the address are provided. A red Hyundai Accent with a boom box is driving slowly in front of the reporting party’s house, playing loud music. The reporting party suspects that their phone is being tapped and would like to speak with a deputy. -Disturbance, occurred at Love’s Travel Stop And Country Store on Tower Rd in Boardman. The reporting party requests the presence of a deputy due to a threat made towards someone at Love’s. -Juvenile Complaint, occurred at Green Acres on Paterson Ferry Rd in Irrigon. The reporting party is having issues with their son, Tony Wilson, who is on probation. A 67-year-old female, who is intoxicated and on medica- tions, requested EMS as- sistance. The reporting party called BPD for assistance in get- ting from Love’s to a hotel in Boardman. BPD referred them to MCSO. The RP reported that she spoke to her son and he told her he was at the horse shoe pond and stated he was going to shoot him- self. A juvenile skipping school caused issues in class and left the school.
