The Columbia De- velopment Authority is the body that oversees the transition of the Umatilla Army Depot from mili- tary to civilian use. It is formed of representatives from Morrow and Uma- tilla counties, the ports of Morrow and Umatilla, and the Confederated Tribes of the Umatilla Indian Reser- vation (CTUIR). Kim Puzey was elected chair of the CDA. Puzey had held the posi- tion of vice chair and rep- resents the Port of Uma- tilla on the five-member board. Lisa Mittelsdorf of the Port of Morrow was elected vice chair in his place. Mittelsdorf is the executive director for the Port of Morrow. Also at the meeting, Rep. Greg Smith, who is also the CDA executive director, told the board that the CDA was close to a milestone with the long-awaited land trans- fer planned for Jan. 24. That date has since been pushed back to March, but those who have worked for decades to prepare for the transfer are still excit- ed. The CDA board also planned a strategic work session for Jan. 17 “To sit down and put togeth- er the framework of what you would like to see the strategic plan look like,” Smith told the board. Smith added that the 17th would be an initial kickoff and that he antici- pated taking a couple hours a month or more thereafter to begin putting together that plan for the depot’s future. “I would like to say how pleased I am that we have arrived this far that after multiple decades,” said Puzey. “The former Umatilla Chemical Depot was under the first round of Base Realignment and Closure act from Congress 1988, so we have been at this 34 years to get to this point.
