CDA looks ahead to army
depot land transfer

The
Columbia
Development Authority
(CDA) elected a new chair
and discussed plans for the
Umatilla Army Depot land
at a special meeting Jan. 5.
The Columbia De-
velopment Authority is
the body that oversees the
transition of the Umatilla
Army Depot from mili-
tary to civilian use. It is
formed of representatives
from Morrow and Uma-
tilla counties, the ports of
Morrow and Umatilla, and
the Confederated Tribes of
the Umatilla Indian Reser-
vation (CTUIR).
Kim Puzey was
elected chair of the CDA.
Puzey had held the posi-
tion of vice chair and rep-
resents the Port of Uma-
tilla on the five-member
board. Lisa Mittelsdorf of
the Port of Morrow was
elected vice chair in his
place. Mittelsdorf is the
executive director for the
Port of Morrow.
Also at the meeting,
Rep. Greg Smith, who is
also the CDA executive
director, told the board
that the CDA was close
to a milestone with the
long-awaited land trans-
fer planned for Jan. 24.
That date has since been
pushed back to March, but
those who have worked
for decades to prepare for
the transfer are still excit-
ed. The CDA board also
planned a strategic work
session for Jan. 17 “To
sit down and put togeth-
er the framework of what
you would like to see the
strategic plan look like,”
Smith told the board.
Smith added that the
17th would be an initial
kickoff and that he antici-
pated taking a couple hours
a month or more thereafter
to begin putting together
that plan for the depot’s
future.
“I would like to say
how pleased I am that we
have arrived this far that
after multiple decades,”
said Puzey. “The former
Umatilla Chemical Depot
was under the first round
of Base Realignment and
Closure act from Congress
1988, so we have been at
this 34 years to get to this
point.
Congratulations
to all of you for the work
from you and your organi-
zations that have been her
for those numbers of de-
cades.
“We have an enor-
mous issue that all of you
are aware of in Morrow
County with the wastewa-
ter issues through the Port
and the county generally,
and I know that’s going to
affect what we see in terms
of infrastructure appro-
priations in the legislature
moving forward,” Puzey
added. “I just hope we can
all patiently work together
to help two of our partners
get a very serious problem
addressed and be patient
about the pipes and wires
and so forth that we need
at the Depot property.
“Having said as much,
I am especially mindful of
the work Umatilla County,
and especially Commis-
sioner Shafer has been do-
ing on the ordnance project
for quite some time and
want to publicly state that
from my view, that is in the
very best interests of all of
the partners, and I hope
that we can continue to all
row in the same direction
to get that done.”
