A purchaser must have been an Oregon resident at the time of the purchase. WC- VEDG’s project is now un- der consideration to be used as one of the pilot projects, so there may be some state assistance available. Sykes said looking into the future, if the current duplex project is successful WCVEDG may try to replicate the process and develop addi- tion rental housing units. He said the inventory land study would be valuable in this effort by identifying possible building sites, and urged the council to support McLane’s efforts. McLane said the entire land inventory study would cost $45,000 and that the county, cities of Irrigon, Boardman and Ione have already committed funding. The council said it would discuss the plan and make a decision later. In other reports the council heard from Fire Chief Rusty Estes who gave the following yearly totals of activity in 2017: 31 motor vehicle ac- cidents, 32 times secured the helicopter landing zone, 13 wildland fires, four flue fires, six structure fires, 14 ambulance assistance, nine false alarms, two rescues, one haystack fire, one ex- plosion, and four vehicle fires. They also gave as- sistance four times to Ione Fire Department, one each to Gilliam County, Herm- iston and Lexington. He reported in total there were 127 fire department page outs in 2017. McLane said there is a housing shortage all across south county and the inven- tory and study may help ease the housing pinch. She pointed out the Willow Creek Valley Economic De- velopment Group’s efforts to develop more housing. WCVEDG president David Sykes told the council the group was getting close to moving forward on a duplex project that could be built in Heppner. Land has been made available, around 720 am.
