Cody High emphasized. He
said they would work on
the streets until the money
runs out, and it was specu-
lated that actually Gale and
Chase streets would “eat
up” a good portion of the
money.
On the Gale Street proj-
ect there will not only be
new asphalt but also storm
drains, sidewalks and a new
sewer main. The city will
have to pay for the new
sewer line on Gale, and it
was discussed now would
be the time to fix other
street’s water and sewer
lines, while the streets are
torn up. “We don’t want to
put in a new street and then
come back and have to dig
it up to put in utilities,”
High said. Barry agreed,
“Once you put the mat
down (street asphalt) you
don’t want to cut it because
that keeps water out of the
base,” he explained.
Barry gave an explana-

falling in disrepair all at the

Oregon Attorney General Ellen Rosenblum has resolved two lawsuits she brought
on behalf of Oregon natural persons against certain manufacturers of liquid crystal
display (“LCD”) flat panels and cathode ray tubes (“CRTs”). The lawsuits allege the
manufacturers illegally agreed upon the pricing of LCD flat panels and CRTs.
Oregon has settled with all defendants for a total of $36,900,000 (“Settlement Fund”),
and you may be entitled to a portion of the Settlement Fund.
Who Is Included?
Natural persons who indirectly purchased at any time during the years 2002 to 2006,
for their own use and not for resale, LCD panels incorporated into flat panel TVs,
computer monitors or laptop computers; or who indirectly purchased at any time during
the years 1995 to 2007, for their own use and not for resale, CRTs incorporated into
TVs or computer monitors. A purchaser must have been an Oregon resident at the time
of the purchase. An indirect purchaser is someone that purchased products containing
LCD flat panels or CRTs from someone other than the company that manufactured
the LCD flat panel or CRT component, such as from an electronics retailer or a device
manufacturer other than one of the Defendants. “Natural persons” means a human, not
a business.
How Do I Get Settlement Funds?
File a claim: Consumers need to file a claim to obtain benefits in this settlement.
Claims can be completed online at www.OregonScreenSettlement.com or by mailing
the claim form, available for download, to the Settlement Administrator. The deadline
for filing claims is April 2, 2018.

Mustang seniors Wyatt
Steagall, Beau Wolters and
Coby Dougherty along with
junior Tyler Carter and
sophomore Gavin Hanna-
Robinson were selected for
the Class 2A all-state foot-
ball team. The list, which
is compiled in December,
is voted on by the state’s
coaches.
Steagall earned a spot
on the second team defen-
sive line and third team
offensive line. Playing de-
fense, Steagall recorded 53
total tackles with 12 sacks
and 20 tackles-for-loss and
on offense he was the leader
of a line that improved dra-
matically over the course of
the season.
Wolters was also a two-
way selection as a second
team defensive back and
third team wide receiver.
The senior managed 28
tackles with two tackles-
for-loss and two intercep-
tions on defense and fin-
ished with 947 all-purpose
yards and 15 total touch-
downs on offense.
Also part of Heppner’s
picks were Coby Dougherty
with 44 tackles, 11 TFL
as third team linebacker,
Tyler Carter on third team

met with representative
from the State of Oregon
to discuss its involvement
in the housing project. The
state apparently recognizes
a state-wide problem of
work force (not low in-
come) rental unit shortage
in rural communities, and
is reaching out to find pilot
projects to assist with. WC-
VEDG’s project is now un-
der consideration to be used
as one of the pilot projects,
so there may be some state
assistance available. Sykes
said looking into the future,
if the current duplex project
is successful WCVEDG
may try to replicate the
process and develop addi-
tion rental housing units.
He said the inventory land
study would be valuable in
this effort by identifying
possible building sites, and
urged the council to support
McLane’s efforts.
McLane said the entire
land inventory study would
cost $45,000 and that the
county, cities of Irrigon,
Boardman and Ione have
already committed funding.
The council said it would
discuss the plan and make
a decision later.
In other reports the
council heard from Fire
Chief Rusty Estes who gave
the following yearly totals
of activity in 2017:
31 motor vehicle ac-
cidents, 32 times secured
the helicopter landing zone,
13 wildland fires, four flue
fires, six structure fires, 14
ambulance assistance, nine
false alarms, two rescues,
one haystack fire, one ex-
plosion, and four vehicle
fires. They also gave as-
sistance four times to Ione
Fire Department, one each
to Gilliam County, Herm-
iston and Lexington. He
reported in total there were
127 fire department page
outs in 2017.

council heard from Mor-
row County Planner Carla
McLane who asked if the
city would be willing to
help fund a survey to cata-
log the available land for
housing construction, and
also look at the city’s build-
ing codes to make sure they
are “user friendly.” McLane
said other communities
in the county are helping
financially and the study
would be county wide.
McLane said there is a
housing shortage all across
south county and the inven-
tory and study may help
ease the housing pinch.
She pointed out the Willow
Creek Valley Economic De-
velopment Group’s efforts
to develop more housing.

group was getting close
to moving forward on a
duplex project that could
be built in Heppner. Land
has been made available,
around 720 am. Advised the
vehicle speeds and wants
the driver contacted and
slowed down.

came at him, scratched but
did not bite.

is in the road.

black dogs are loose in the
area. Last seen headed to-
