Heppner Gazette-Times, Heppner, Oregon Wednesday, September 16, 2015 Watch for no-passing zone changes in Central, Eastern Oregon Motorists seeing changes now as ODOT crews prepare highways for 2016 speed limit increases BEND, Ore. – While the higher speed limits au- thorized in House Bill 3402 for several central and east- ern Oregon highways won’t take effect until next year, travelers are already seeing some changes as ODOT crews preform maintenance work before winter sets in. The changes include extended or added no-pass- ing zones indicated by a solid yellow line in the lane of travel. All motorists are cau- tioned to be mindful of the changes and obey traffic laws that restrict passing when a solid yellow line is in their lane. HB 3402 will allow travelers to legally drive higher speeds on Interstate 84 between The Dalles and With the rise of speed limits on some highways, motorists are asked to watch for extended or added no-passing zones, like this one where a solid line is being painted to replace the skip lines. -Photo courtesy of ODOT the Idaho border starting March 1, 2016. They are asked to give updates on each of their respective departments on an annual basis. Building official Brett Cook said the new Umatilla Electric operations build- ing is 70 percent complete. He said currently there are four single family homes and one duplex home un- der construction in the city. He’s been in contact with the developers for Board- man’s new recreation center for their upcoming building project. Public works director Kevin Kennedy recounted some of the numerous proj- ects the public works de- partment has been working on, such as the new splash pad, striping and painting of streets, and replacing heat- ers in the city’s lift stations. He told the council about the purchase of a small, used fork-lift, an air com- pressor and a work truck. He said the two new public works employees are learn- ing quickly their new jobs. He also has been working on the city’s water master plan, on which the council voted later at the meeting. The city’s finance di- rector, Thomas Klligel, said he just finalized figures for the 2014-15 fiscal year. The city closed the sale of property for the Love’s Travel Stop on Tower Road. Currently, he is working with the city auditors and said so far it looks to be a good audit. City clerk Joanna Dahm told the council the number of the press releases, pub- lic notices, permits and garbage vouchers issued through the clerk’s depart- ment. She said she was pleased with the city’s new bill pay system, citing how easy the system is to use and how many customers are now using the system. Police chief Rick Sto- koe told the council the School Resource Officer (SRO) started at the schools the week before students arrived. Last week SRO Shimer gave presentations in each of the classes at Windy River Elementary. Chief Stokoe also asked the council for approval for a new program to offer the public an “Online Safe Zone” to conduct transac- tions from online auctions or sales such as Craigslist, and Facebook. The public can conduct those transac- tions at city hall, where cameras are always record- ing. The council agreed that such a service was beneficial. In other city business, councilors adopted the city’s water master plan. A date was set for the Christ- mas Decoration Committee to meet for Sept. 29 at 6:15 p.m. at Boardman City Hall. The council held ex- ecutive session for the city manager’s annual review, which will be continued during the next city council meeting in October. The next meeting of the Boardman City Council will be Tuesday, Oct. 6, at 7 p.m. in the Boardman City Hall Council Chambers.
