The Morrow County Court met on Sep tember 7 in Boardman with Judge Terry Tallman and Commissioners Ken Grieb and Rea in attendance. The court reviewed and approved the minutes of July 6 and 20 and August 3. The court also reviewed and approved the account payables in the net amount of$117,053.85. Road Dept.: The court reviewed the report from the Weed & Paint Dept. After the meeting the court received the fol lowing written road report: Dust hole repairs on grav el roads: The crew has finished dust hole repairs on Johnson Grade, Elmer Grif fith, Wells Springs, Dave Ri- etmann, Morgan, Campbell and Lindsay Feedlot Roads and Alpine, Grieb, Barclay, M elville, Kemp, Beach, and Rietmann Lanes. The crew is currently repairing dust holes in the Halvorsen Lane area. Pothole patch ing: The crew is continu ing with pothole patching on the paved roads. They have completed patching on Blackhorse Canyon, Dee Cox, Fuller Canyon, Bun ker Hill and Liberty School Roads, Bert Peck, Social Ridge, and Grieb Lanes and Spur Loop. They will begin working on roads in the Boardman, Irrigon and Cecil areas. Dust Abate ment: The crew watered, graded and rolled Morter Lane in preparation of the dust abatement application. John VanDenBrink pro vided a lot of assistance in cluding hauling water with his water truck. It took two days to prepare the road, and two days to apply the dust abatement. The project was finished on Sept. 1. Misc. work done: Before school started the crew cleaned and repaired the ditch along Spruce Lane, which goes up to the high school in Heppner. The two-man crew and paver have finished pave patch ing with ODOT on Hwy. 402 from Kimberly towards Long Creek. The crusher crew is going to open up the Halvorsen pit and start crushing rock. The paint truck has been in the shop for fuel pump repairs, so the paint striping for Baker or Gilliam Counties has not yet started. P u b lic H ear ing: Land Use Board of Appeals (LUBA) Final Opinion and Order re the Love’s Travel Stops & Country Stores, Inc.: Judge Tallman opened the hearing and Morrow Coun ty Planning Director Carla McLane provided the staff report and reviewed the information that had been provided to the court. The court then heard from le gal counsel for the Love’s Travel Stops and from legal counsel for Devin Oil. Fol lowing a lengthy discussion and testimony the hearing was continued to 10 a.m. September 21, at the Port of Morrow. Contracts: The court review ed and ap- proved the following: An agreement with Care Van, Good Shepherd Health Care System in the amount of $4,000 for the period July 1, 2011 through June 30,2013. This service is for the sole benefit of elderly and handi capped residents of Morrow Co. for transportation for medical purposes; An inter governmental agreement (IGA) with Oregon Dept, of Energy (ODOE) for re imbursement o f expenses incurred by the county while provided services for ODOE with the amount not to exceed $5,000 for the 2011-2013 biennium; The seventh amendment with EZ Wireless, LLC, for the Incident Response Informa tion System (IRIS) main tenance agreement from Oct. 1, 2C11, through Dec. 31, 2012, with the amount not to exceed $290,020 to decommission the CSEPP Digital Data Communica tions System; The seventh addendum to Broadband Wireless Lease Agreement from Oct. 1, 2011, through Dec. 31, 2011, for the pay ment of $106,250 be paid to EZ Wireless for provided services; The sixth adden dum to CSEPP Evacuation System Operation Agree ment from Oct. 1, 2011, through Dec. 31, 2012, for the option to extend the terms to a month to month basis with the paym ent o f $23,562.50 per month; reviewed and accepted the terms for a $3,500 grant from the Oregon Dept, of Land Conservation and Development for the Plan ning Dept.; reviewed and acknowledged the assign ment of the Oregon Stra tegic Investment Program Agreement dated July 8, 2009, between the county and Shepherds Flat Wind Farm. T he co u rt c o n ducted the following busi ness: The court met with Ann Hanus, Association of Oregon Counties Policy Manager. Hanus provided the court with information regarding some possible upcoming legislation and heard several items of con cern from the court. Hanus assured the court that she will keep them apprised of any actions that may im pact Eastern Oregon. The court heard the first read ing by title o f the Adopt ing Ordinance re: Ruhl Pit Locally Significant Aggre gate Resource. The court reviewed, approved and signed a letter of support for Carla McLane to serve on the Environmental Quality Commission. After review ing the financial impacts the court decided to purchase the copier currently being leased from Wells Fargo Leasing and then surplus the copier. The court then decided to not extend the maintenance contract of said copier. R eview ed m isc. correspondences and dis cussed upcom ing m eet ings. The staff also has begun Friday events for residents: some friendly competition at miniature golf, at hunt ing-season target shooting, at fishing-line casting, and, possibly, bubble-blowing competition. Ideas contin ue to evolve. Friday, Sept. 9 was also the birthday of the American Hot Dog, Friday, Sept. 16, will be a more serious thought-provoking Constitution Day observa tion, and Friday, Sept. 30- will end the month with the frivolous chewing gum ay activities. While these and other significant or signifi cantly humorous days are observed, also through out the month o f August and now September, many hands have made light work o f the processing o f the garden produce. Bud Batty continues to assist staff with the hoeing of the garden, a few other residents oc casionally join them for some picking, and more contribute their expertise inside with the snipping and snapping. Soon, residents will be invited to participate in the shucking of the com ears ready for the table and the freezer. Dining at the Terrace now features their garden-fresh tomatoes, as well as the harvest shared by Carl and Pat Lauritsen, A1 and Linda Riney, Terry and Sheryl Tallman, Ja net Greenup, and Bill and Barb West. Another favor ite dining-table feature is the homemade breads that Katelin Bailey has been bringing to the Terrace resi dents in exchange for some their garden produce. One o f the staff members, Crysti Taylor, has recently exchanged her night shift for a day shift and has been performing her new responsibilities with great skill. Added tasks have included her Tai Chi exercises offered on Tuesdays and Thursdays, care-giving not required during a night shift, and... “managing to work with the manager,” reports man ager George Nairns with a smile. “Crysti deserves recognition for her good care-giving talents, and she is our canning expert.” Naims reports. Surely, Terrace res idents have Crysti in their lists of reasons to view life on the Hill with some ap preciation. A View from the Hill By Doris Brosnan Summer seemed to threaten to leave - after such a brief visit - but re turned for Labor Day and is hanging around in the high temperatures. High on the hill above Heppner, the residents o f Willow Creek Terrace view “hang ing around” mostly inside a wise decision, to beat the heat and to get in on the various activities. Bingo continues to provide Monday and Friday entertainment, as well as some prizes for the lucky players. As of two weeks ago, the game is being played with the new Bingo equipment donated to the terrace by the H eppner High School Class of ’61. Monday, Sept. 12, offered another, tastier dis traction, for it was des ignated National Choco late Milkshake Day. No complaints there. And last Friday began a three-day “Celebration o f Popeye,” adding some attempts at impersonations and some cartoons to the mix. Next Monday, the staff and resi dents will be invited to “Talk Like a Pirate” while playing Bingo, while eat ing, while chatting. Visitors might want to add their pirate brogues to those of the Terrace “Mateys”? D ev o ted B ingo players venture out in an air-co n d itio n ed bus on Tuesdays to play at the St. P at’s Senior Center and on Thursdays for Bingo in Lexington. On Tuesday, Sept. 6, most residents did not want to be gone when Coffee Ice Cream Day was being recognized, and some also paid tribute to Read a Book Day by doing just that. On Thursday Sept. 8, the NFL season started, which was a welcome event for some residents. And a few more will welcome Thursday, Sept. 29’ with open mouths because it will be National Mocha Day. W ednesdays are favorites o f the residents who enjoy the social in teraction when they travel to the Senior Center for lunch, but most residents make sure that they are present in the parlor later on Wednesdays for the read ing and discussion o f the “Heppner Gazette Times ”. Wednesday, Sept. 7 was a special day for the several residents who wirelessly access the internet from their apartments, for it was the founding day o f the Google Search Engine. In addition to the Friday Bingo games, now that school has resumed. USDA outlines SURE eligibility requirements for 2011,2012 crops M o rro w C o u n ty USDA Farm Service Agençy (FSA) Executive Director Kyle Camine has announced that legislative authority for the Supple mental Revenue Assistance Payments (SURE) program ends on September 30. Pro ducers must meet specific eligibility requirements to receive SURE assistance for disasters that occur on or before September 30, 2011, and affect fall 2011 and 2012 crops. “The SURE pro gram compensates produc ers for production and/or quality losses during times of disaster,” said Camine. Producers can ap ply for a 2011 or 2012 SURE payment if a crop of economic significance located in a prim ary or contiguous disaster county under a Secretarial Disaster D esignation suffered at least a 10 percent loss be cause of disaster occurring on or before September 30, 2011 . Crops are not re quired to be harvested on or before September 30, 2011, to maintain SURE eligibility. A loss claim will only trigger after FSA determines that the loss was because of disaster occur ring on or before September 30, 2011. Losses that result from disasters that occur af ter September 30,2011, will not be eligible for SURE benefits. P ro d u cers w ith 2011 and 2012 crops that suffer losses caused by disasters that occur on or before September 30,2011, must also meet the follow ing criteria: -For insured crops, the insurance policy defines the coverage period as beginning on or before September 30, 2011 -For Noninsured Crop D isa ste r A ssista n c e Program (NAP) crops, the coverage period begins on or before September 30, 2011 -The final planting date according to RMA and FSA (NAP crops only) occur on or before September 30, 2011. Camine points out that. “If the final planting date is after September 30, 2011, the crop will not be eligible for SURE benefits.” The sign-up period for 2011 and 2012 SURE will not begin until after the national average mar ket prices are determined for each respective crop year, which is normally one year after the applicable crop year.
