Heppner Gazette-Times, Heppner, Oregon Wednesday, June 15,2011 - THREE Boardman retains police department During the June 7 council meeting, in a vote o f 6-0 with one councilor absent, the Boardman City Council approved retain ing the Boardman Police Department for its law en forcement. The decision came after months of meet ings with the community and an assessment by the Oregon Association Chiefs of Police. Additionally, the council approved the city manager to pursue hiring a professional recruiter to find candidates to fill the chief of police position. In March, the city council hosted a town hall meeting, prompted by a request from one o f its citizens to consider con tracting with the Morrow County Sheriff’s Depart ment for law enforcement. The public overwhelmingly encouraged the council to retain the city’s police de partment. In April, the coun cil instructed city manager Karen Pettigrew to schedule an assessment of its police department by the Oregon Association Chiefs of Po lice. The assessment team was made up of chiefs from police departments from around the State of Oregon. They interviewed the city’s officers and city staff to determine Boardman’s law enforcement needs. Based on their assessment, they concluded the city needed leadership in the Police Department and that many of the police department’s challenges could be best addressed once a permanent police chief has been hired. Lieutenant Loren Dieter has taken on the duties of interim chief since the first part of March. In May, the council held a workshop to review the Oregon A ssociation Chiefs of Police assessment. City m anager Pettigrew invited Morrow County Sheriff Ken Matlack to the meeting to explain the cov erage options that could be available for the city’s law enforcem ent, should the city choose to contract w ith the county. He said it would cost the city about $600,000 to provide law enforcement coverage, including hiring five patrol officers and one office manager. He was un sure the number of hours of coverage the county could provide. At that time, coun cilors discussed options to get a permanent police chief hired and the need to sup port the police department. Mayor Phillips said the June 7 vote to retain the BPD was the result of all the meetings and the input the council had received. He thanked everyone who participated in the com munity meetings and said he is looking forward to introducing the new police chief to the community. In other city business, councilors adopted the 2011-2012 city budget of $9,093,151.00. Property taxes will be levied at a rate of $4.2114 per $1000 of assessed valuation and $457,000 will be levied for bonded indebtedness not subject to Measure 5 or Measure 50 limitations.
