Ac cording to a graph Burrows released which showed the education funding decline, in the 2003-05 biennium, education comprised 58.7 percent o f the state budget with 44.8 percent going to the kindergarten through grade 12 state school fond. For 2005-07, total education received 55.8 percent o f the budget with 42.7 percent going to K.-12; for 2007- 09, ed u catio n was 54.7 percent o f the state budget with 41.5 percent for K -12; and in 2009-11, education received 50.8 percent of the state budget with 38.8 per cent going to K-12. He also released a graph indicating that O regon’s per student spending on education has declined.from 15lh in the nation in 1997-98 to 29th in the nation in 2007-08. Ac cording to Burrows, Oregon spent only 92.9 percent o f the national average on K -12 education in 2007-08, compared to 103.7 percent o f the national average in 1997-98. -heard a presenta tion from Wi ndy Ri ver Elementary School teach ers on effective grading practices. -approved an up date o f annual organiza tional details for the new business m anager, Andy Fletcher: designation as custodian of funds, set fidel ity bond at $75,000, desig nated facsimile signatures on checks and designation to apply for and sign on grants and contracts. -approved the first reading o f policies on em ployee attendance and un authorized leave. - a c c e p te d the 2009-10 audit conducted by the Oster Professional Group, CPAs, John Day and Bums. Burrows said that the district received a “good audit”, but the audit included three comm ents about the district’s financial practices. The auditor rec ommended that the district have a certified public ac countant to provide finan cial statem ents. Burrows said that since the district has hired Andy Fletcher as its business manager this issue will be resolved as he is a CPA. “I think he will be a really big asset," Burrows said. To resolve the second comment. Burrows said that the district has budgeted $10,000 to hire an actuary as recommended to provide an analysis o f the district’s retirement funds.
