Transportation System Plan (TSP) minor amend ments. The TSP requires amendments to update the Roadway Systems Projects list, bridge deficiency list, add language to support the Blue Mountain Scenic Byway, include the Forest Road Agreement Map and Forest Highway Segment Map, update the functional classifications as needed to reconcile with State infor mation, and adopt a five lane road standard. This County Court hearing fol lows two Planning Com mission public hearings and does come to the County Court with a recommenda tion to adopt. Criteria in clude the Morrow County Comprehensive Plan chap ter on amendments and the Transportation System Plan. Zoning Amendment AZ-010-08: Space Age Industrial use zone. Mor row County, applicant, and Threemile Canyon Farms, Inland Land Company, City of Boardman, Umatilla Electric Cooperative, and BAIC, Inc., owners. The properties are located west of Boardman along Tower Road south of Interstate 84. Request is to modify the use zone language to allow the siting of util ity facilities necessary for public service; allow con ditionally utility facilities for the purpose of generat ing power for public use by sale, wind-generation facil ities, and transmission tow ers over 200 feet in height; and additional clarifying language. This County Court hearing follows three Planning Commission public hearings and does come to the County Court with a recommendation to adopt. Criteria for approv al include MCZO Article 3 Section 3.072, Space Age Industrial, and Article 8 Section 8.050, Burden and Criteria. Opportunity to voice support or opposition to the above proposal or to ask questions will be provided. Failure to raise an issue in person or by letter or failure to provide sufficient speci ficity to afford the decision maker an opportunity to re spond to the issue precludes appeal to the Land Use Board of Appeals based on those issues. Gas Transmis sion Northwest Corpora tion (GTN) is a natural gas transmission company op erating a pipeline from the Canadian border through the states of Idaho, Wash ington, and Oregon to Cali fornia. GTN’s dual main line is 612.5 miles in length and includes 638.9 miles of 36-inch and 589.4 miles of 42-inch pipeline. Energy to move the gas is provided by 12 compressor stations located along the pipeline all of which are designed for remote, unattended op eration from GTN’s Gas Control Center in Portland. Compressor Station 9 is lo cated in Morrow County, Oregon four miles south west of lone on Gooseberry Road. Compressor Station 9 contains two gas turbine- driven compressor units. Both units are 14,100 HP (ISO) Solar Mars T 14000 turbines. The station 9 structures include a con trol building, a compres sor building which houses Units 9-A and 9-B, a lu bricating oil storage build ing, a storage building, a motor control center build ing, a fuel gas building, gas scrubbers, a scrubber-sepa rator, instrument buildings, and valve shelters. During normal operation, turbines will occasionally suffer a mechanical breakdown or a turbine will be replaced for scheduled maintenance. A “like for like” replacement is de fined as same manufacturer, same horsepower and same combustion system. This permit allows the replace ment of a turbine without modifying this permit or going through public notice if all applicable permit lim its are met including NSPS and PSD limits in accor dance with OAR 340-218- 0190-(2)(a). The proposed Plant Site Emission Limits are equal to the previous Plant Site Emission Lim its, thus there is no increase above the significant emis sion rates and no further air quality analysis is required. The facility is a minor source of all criteria pol lutants with the exception of Nitrogen Oxides (NOx) emissions. The facility is a major source of NOx emis sions. The facility is in an area that is in attainment for all criteria pollutants.
