The portion o f the permit to be affected by T-8636 allows the use o f 0.42 cfs (priority date February 25, 1994) from a well in Sec. 7, T2S, R26E, W.M. (Willow Creek Basin) for irrigation of 33.6 acres in Sec. 7 and 8. The applicant proposes to move the point o f appro priation to a well located approximately 2900 feet east (Sec. 7, T 2S, R 26E, W.M.) from the original point of appropriation. The Water Resources Depart ment has concluded that the proposed permit amend ment appears to be consis tent with the requirements o f ORS 537.211. The last date o f newspaper publica tion is May 20, 2009. The portion of the permit to be affected by T-8350 allows the use o f 0.54 cfs (priority date February 25, 1994) from a well in Sec. 7, T 2S, R 26E, W.M. (Willow Creek Ba sin) for irrigation o f 43.1 acres in Sec. 7 and 8. The applicant proposes to add two points o f appropria tion located approximately 1000 feet southeast and 1900 feet east (Sec. 7, T 2S, R 26E, W.M.) from the original point o f appropria tion. The Water Resources Department has concluded that the proposed permit amendment appears to be consistent w ith the require ments o f ORS 537.211. He was cited and released with $1074 bail. -M CSO cited Ste phen Scott Dougherty, 40, for Failure to Wear Seat Belt. -MCSO cited Barba ra Cutsforth, 56, for Failure to Use Seat Belt. -MCSO received re port from Oregon State Po lice that they arrested Daniel Wegner, 25, on an Irrigon Justice C ourt w arrant for Contempt of Court. -MCSO received re port from a Heppner w oman that she received a call that three men at her residence were taking things o ff the front porch, including a freezer and an old bathtub. Subjects w ere d riv in g a two-tone pickup and a black older convertible. -MCSO cited a juve nile female for driv ing with no operator's license. -M CSO cited Jon David Hanna, 32, for Vio lation of the Basic Rule, 71 mph in a 55 mph zone. -MCSO, Boardman Ambulance received request for an agency assist for a female subject w ith a history o f heart problems. Em er gency Services, Boardman Police Dept, and MCSO responded. Two Umatilla EMTs were already on the scene. -MCSO received re port from a subject in Irrigon w ho said someone broke out the windows one his vehicle while he was in the bar at Bake’s. -MCSO received re port from an Irrigon woman who reported that when she returned to her home she discovered her pitbull had been shot in the shoulder and killed. -M C S O , Irrig o n Ambulance received request for an ambulance for a 63- year-old unconscious male. He was transported to Good Shepherd Hospital. -Irrigon Ambulance responded to a motor ve hicle accident on Hwy. 730. One subject had a minor cut to the head. -Boardman A m bu lance receiv ed request for an ambulance for a 60-year-old female who had dehydra tion. -Boardman Am bu lance received report o f a female subject w ho crushed her fingers at the rest area. -M C SO re c e iv e d request for mutual aid to Arlington for an 88-year-old male on home oxygen with shortness of breath. He was transported to Good Shep herd Hospital. Feb. 14: M orrow County Sheriff’s Office cit ed Natalie Sue Ellet, 20, for Failure to Use Seat Belt. -MCSO cited Scott Francis Prater, 33, for Viola tion o f the Speed Limit, 85 mph in a 65 mph zone. -M C SO re c e iv e d report that a resid en t at Columbia River Ranch hit a pregnant staff member. MCSO arrested Laurie Jean LeNeve, 55, on probably cause charges o f Assault IV and Harassment. She was lodged at Umatilla County Jail with $9,000 bail. -MCSO, Irrigon Fire Dept, received report o f a fire in a front yard at an Irri gon residence with four-foot flames. MCSO responded and determ ined a subject was burning a box. -M C SO , H eppner Fire Dept., Heppner Ambu lance received report o f a single vehicle motor vehicle accident with an injury on Willow Creek Rd. near Hep pner. -B oardm an Police Dept, received report o f a car broken into the previous night with a GPS, Ipod and dock and other electronics stolen. -BPD cited Dmytro Haysenyuk, 33, for Failure to O bey Traffic C ontrol Device. -BPD received re port o f three male juveniles dressed in black w alking acro ss the ov erp ass and throw ing garbage o ff the road. -BPD received re port o f three juveniles with no h e lm e ts. T hey w ere warned and one was cited. -BPD received re port o f a horse that ran away due to barking dogs in Boardman. -BPD arrested Tim- oteo Nieto Lechcga, 18, for Failure to C arry /P resen t d riv e r’s license. He was lodged at Umatilla County Jail with $1,500 bail. -BPD received a 911 call from a five-year-old who had just learned how to call 911. BPD responded and everything was okay. -Irrigon Fire Dept, received report o f a sub ject digging a hole who hit something about four inches into the ground, resulting in a hissing noise coming from the hole. Feb. 15: MCSO cit ed Juan Carlos Martinez for failure to wear seat belt. -MCSO cited Arte- mio Mendoza Garcia, 19, on probable cause charges of Driving While Suspended- misdemeanor. The vehicle was released to his parents. -M C S O re c e iv e d call o f a domestic dispute in Umatilla with the mom hitting the dad. The caller hung up. -MCSO cited Leroy Alvin Dieter, 49, for failure to use seatbelt. -MCSO cited Jeffery Michael Herold, 37, for Im proper Use o f Seatbelt. -MCSO cited Gerald Leon Paw low ski, 76, for Failure to Use Seatbelt. -MCSO received re port from an Irrigon man that his landlord took the breaker from the pump house and there were ongoing issues regarding the septic tank. MCSO responded and the property was returned. -M CSO cited Jodi A dam T rim m er, 46, for driv ing 83 mph in a 55 mph zone. -BPD was flagged down by a subject who said several vehicles were bro ken into. -BPD received two hang-up 911 calls from the River Lodge and Grill. A clerk reported that a subject w ith dark hair and dark clothing roaming the park ing lot who left and got lost in the trees. A vehicle was broken into. -BPD officer located a $6 crystal salt shaker that was taken fro the R iver Lodge and Grill. BPD arrested Iain Patraic Coolen, 18, was ar rested for Theft III. -Boardman Am bu lance received report o f a 24-year-old with difficulty breathing and abdom inal pain and bleeding who had blacked out and was pos sibly miscarrying following a fall. Feb. 16: M orrow C ounty S h e riff’s O ffice received report o f a sub ject who had not been seen recently but was supposed to take her m other in for surgery. -MCSO cited a male subject for Violation of the Speed Limit, 51 mph in a 35 mph zone. -MCSO received re port o f a dead animal in the water at the Irrigon Marina.
