New two-county communications taxing district proposed -Continuedfrom Page ONE m aintaining and operate the system. He estim ated that the district, which is a new type in Oregon and w ill require approval o f both the state legislature and the voters in Morrow and Umatilla Counties, would charge a rate o f . 17 cents per thousand to operate. As pro posed the tax will generate $745,000 in revenue each year, o f w hich $300,000 will be used to operate the system, and the balance used for replacement o f equip ment. If approved the new district would include all of Morrow County and most o f Umatilla excluding the Milton-Freewater area. R o x b u ry and his board are shooting for a vote on the district in Novem ber 2009, and that funding would start in 2010, and he asked for the city’s support in for the new district. The direct ad v an tage to the public for keep ing the new system, is best explained by example, Rox bury told the Gazette Tues day. For instance, he said when there have been large grass or range fires, cooper ating fire departments from neighboring districts could talk directly to one another and avoid confusion and delay in putting out the fires. He also gave an example o f a police chase from one jurisdiction, say the city of Boardman, to another such as Irrigon. All the police departm ents could switch to the com m on com m u nications system and talk directly with one another, he said which makes law enforcement more efficient and capable. Ambulances also have the MHz system and can com m unicate di rectly with police and fire. In the local area cur ren tly the H eppner Fire Department has 36 radios, lone FD 28, Lexington 10, Pioneer M emorial Health District 38 radios and Hep pner public works, five ra dios. The council did not take action on the request for an endorsement, but said it would discuss the matter at its next m eeting. L o cal deputy Randy Rayburn urged the city to get behind the proposal. “I don’t want to see us lose this system,” Rayburn said. This is an appraisal term used to describe the best use for a given property. Highest and best use presumes that local zoning and business codes permit more than a single use for the property. Luke and Janessa demonstrated how to pre pare a horse to ride, horse etiquette and some o f the skills o f riding to the chil dren at the Morrow County Fairgrounds. The C rosthw aites, along with Luke’s father An gel, a two-time NFR quali fier, operate a 50,000 acre ranch at which they do one on one horse and rider train ing, difficult horse training, adventure riding as well as horse boarding and other horse services. HHS seniors selling Mustang water The 2009 Heppner High School senior class will be selling cases o f Mustang water to raise money for their alcohol and drug free graduation party on June 6,2009.
