spend the “Tippage fees” awarded by the Morrow County court

district would include all of
Morrow County and most
o f Umatilla excluding the
Milton-Freewater area.

You may have heard the
phrase, “highest and best use”
when m arketing real estate.
This is an appraisal term used to
describe the best use for a given
property. Highest and best use
presumes that local zoning and
business codes permit more than
a single use for the property.
For instance, if your property is
zoned for single family residen
tial use only, then the principal
of highest and best use would
not apply because it is only a
single use category.
If, on the other hand,
the single family home is located
in a general residence area, sub
dividing into two or more rental
units may be permissible. Also
if the single family home is in
a business zoned district, an
alternate for highest and best use
consideration could be conver
sion into commercial use.

on one horse and rider train
ing, difficult horse training,
adventure riding as well as
horse boarding and other
horse services. Their main

HHS seniors selling Mustang water
The 2009 Heppner High School senior class will
be selling cases o f Mustang water to raise money for their
alcohol and drug free graduation party on June 6,2009. The
cost per case is $30. Individual bottles can be purchased
for $1.25 at Heppner Family Foods.
