The application was completed and filed as of Nov ember 19, 2007. The Oregon Energy Facility Siting Council (Siting Council) must issue a site certificate before construction can begin. The Oregon Department of Energy (Department) serves as staff to the Siting Council. On April 7,2008, the Department issued the Draft Proposed Order on the proposed SFWF. In the Draft Proposed Order, the Department recommends that the Siting Council issue a site certifi cate for the SFWF, subject to recommended conditions. The Draft Proposed Order contains a detailed description of the proposed facility, a detailed description of the potential impacts of construc tion and operation, recommended findings regarding compliance with Oregon energy facility siting standards and recommended site certificate conditions. The Department has scheduled a public hearing on the Draft Proposed Order. Main in Condon, at the Arlington Public Library, 500 W. First Street in Arlington and at the Boardman Library, 200 South Main Street in Boardman. The Draft Proposed Order is available for download from the Department’s website: www.oregon.gov/ ENERGY/SITING/announce.shtml. Copies of the application are available at cost. Description of the SFWF Facility If approved, the proposed Shepherds Flat Wind Farm would be a wind energy facility consisting of not more than 303 wind turbines. The facility would have a combined peak generating ca pacity of up to 909 megawatts. The applicant has not selected the turbine types for the project, but turbine tower hub height would not exceed 105 meters (345 feet) and overall height (maximum blade tip height) would not exceed 150 meters (492 feet). In addition to the wind turbines, the facility would include not more than 70 miles of new access roads on private property, two field workshops, two substations, six meteorological towers and not more than 21 miles of aboveground 230-kilovolt (kV) transmission line. Up to 158 miles of 34.5-kV collector lines would transport the power from each turbine to the collector substations. Most of the 34.5-kV system would be underground, but aboveground segments could be installed on single-pole, cross-arm structures or understrung on the 230-kV transmission line support structures. The facility would be located partly in Gilliam County and partly in Morrow County. The project area lies between Highway 19 and Highway 74 on privately-owned land. The site is approximately five miles southeast o f Arlington. The power output of the facility would enter the Federal Columbia River Transmission System through Bonnev ille Power Administration’s Slatt Substation. This Is an Important Hearing To raise an issue on the record of the public hearing, you must raise the issue in person at the hearing or in writing by the deadline stated below. If an issue is not raised on the record of this hearing, the issue will not be considered in the contested case or on appeal. Comments must be related to one of the applicable siting standards. You must state your issues specifically enough so that the Siting Council can respond to those issues. To raise an issue with sufficient specificity, you must present facts that support your position on the issue. Any comments about the SFWF that were received by the Department before this notice will not be included “on the record” of this hearing. The Department used earlier comments in its review of the SFWF application and in preparation of the Draft Proposed Order. To ensure that your comments are on the record of the hear ing, you must comment now, even if you made the same comment before this notice. You must comment in person at the public hearing or in writ ing by the deadline stated below to participate in the contested case phase of the Siting Council’s site certificate process or to appeal the Siting Council’s final decision. Even if you have commented earlier in the process, you must raise your issues at the hearing or in writing to be eligible to participate in the contested case. Public Comment Period You may comment in writing or by speaking at the public hearing. Written comments will receive the same consideration as comments given in person at the hearing. Please submit your com ments to the Presiding Officer in care of the Department’s project officer. The Department must receive your written comments no later than the close of the public hearing on May 8, 2008. The Department will report to the Siting Council on any public comments received at the public hearing. Following the Siting Council’s meeting, the Department will issue the Pro posed Order on the SFWF application. The Proposed Order will be available for public inspection at the locations described above or by download from the Department’s website. The Department will issue a public notice about the contested case phase o f the process. After the contested case phase, the Siting Council will take final action on the application at a public meeting.
