The Heppner Sewer Treatment Plant project, which came to an official end on Mon day, April 7, has been in the works since October 2007. Board members agreed that the bond was necessary to keep the district viable and to continue to provide up-to- date medical care for district patrons. “ We need the levy to maintain services,” said board C hair Larry M ills. District CEO Victor Vander Does added that he was concerned that the district would have to look at pos sibly reducing staffing if the bond does not pass.
