TEN - Heppner Gazette-Times, Heppner, Oregon Wednesday, December 12,2007 Sheriff's Report The Morrow County Sheriff’s Office reports han- dling the following busi ness: Oct. 16: -BPD re ceived report o f possible telephone harassment. -Irrigon Ambulance, Boardman Ambulance re ceived report o f a subject with a possible broken leg. Boardman Ambulance had called for mutual aid. He was transported to Good Shepherd Hospital. -Irrigon Ambulance received report of a female with pain and difficulty breathing. She was transported to Good Shepherd Hospital. Oct. 17:-MCSO as sisted BPD. Two subjects were arrested by BDP. -M C SO , H eppner Fire Department, and Hep pner Ambulance received a general fire alarm from St. Pats Senior Center. -M CSO was n o ti fied by a male subject that he was selling his M us tang on E-bay and someone tried to buy it with a check and overpaid the seller by $2,000. The buyer advised the reporter to just give the person who is picking up the vehicle the $2,000 back. The original check was found to be a fraud and cannot be cashed. The reporter stated that the person picking up the vehicle would be show ing up at the residence any day. -M CSO was n o ti fied by a male subject that someone was trespassing on his property. The reporter stated that no one should be at the house. A detective made contact with people at the house and they advised that they are legally there and have made house pay ments. -MCSO received a report o f a male subject waving a gun from a ve hicle. -MCSO received a juvenile harassment com plaint. A 10 year old male reported that girls at his school were making serious accusations about him at school and the school was not informing his mother. -MCSO received a request to trespass a male subject from a residence. The reporter stated that the subject was at the residence with the reporter's wife. A deputy advised the reporter that the subject was a guest of a resident o f that address and could not be forced to leave. -OSP relayed a re port to MCSO o f a semi truck riding the bumper of a small car and shining its bright lights. -A BPD officer re ported that when he drove by a vehicle, the subject in the backseat attempted to hide. Philip Charles Bradley, 28, was arrested by BPD for violation o f a no contact order. The subject was also arrested on a C lackam as County warrant for parole violation on Assault IV and Menacing. Maria Rose Co chran, 29, was arrested by BPD for giving false infor mation to a peace officer for arrest. The subject was also arrested on a M ultnomah County Circuit Court war rant for Theft II. -BPD issued a cita tion to Fernando Torres, 43, for parking in a no parking zone. -BPD was notified of two forged checks passed on O ct. 14 at Boardm an Family Foods. Oct. 18: -MCSO is- sued a citation to Robyne Ruebush Field, 29, for vio lation o f the basic rule by going 70 mph in a 55 mph zone. -MCSO issued a ci tation to a male subject for a leaking, shifting load. Cas cade Specialties was also contacted for onion waste leaking from their trucks. -MCSO issued a ci tation to O m ar G onzalez Rodriguez, 24, for violation o f the basic rule by going 79 mph in a 55 mph zone. -MCSO issued a ci tation to Nancy Coen Carl son, 49, for violation of the basic rule by going 81 mph in a 55 mph zone. -MCSO received a report of downed sign north bound on Bombing Range Road. -M CSO was n o ti fied that a male subject was violating a restraining order by calling the reporter and sending her text messages. -MCSO received a report o f a mini van driv ing crazy on 1-82 entering Oregon. The call was trans ferred to OSP. -MCSO issued a ci tation to Anita Louise Peer- son, 44, for violation o f the basic rule by going 73 mph in a 55 mph zone. -MCSO received a 911 driving complaint stat ing that a person drove through the reporter’s yard in a red Ford Bronco II. A citation was issued to Mark Allen Mills, 33, for DUII (.16). The subject was also cited for driving while li cense suspended violation. -BPD issued a cita tion to Alfredo Trujillo Vil legas, 20, for violating the speed limit by going 45 mph in a 30 mph zone and driving uninsured. -BPD was notified by DHS that they had re ceived a report o f a mother dropping o ff three small children at the school and just slowed down and had the kids jump out. The car did not stop. -Lexington Fire De partm ent responded to a controlled bum that got out o f control on B Street. Hep pner Fire Department also responded. Oct. 22: The Mor row County Sheriff’s O f fice cited C.J. Wain Kestler, 26, for Driving While Sus- pended/Violation, Driving Uninsured and Failure to Register Vehicle. -MCSO cited David Owen Burch, 36, for Viola tion of the Basic Rule, 73 mph in a 55 mph zone. -MCSO received re port o f a vehicle abandoned on the reporter’s property and set on fire. It was deter mined that the vehicle was stolen out of Washington. -M C S O a rre s te d Russell Coombs, 44, on an Irrigon Justice Court war rant for Failure to Pay Fine/ Failure to Appear. He was lodged at Multnomah Coun ty Jail with $1,329 bail. -MCSO received a com plaint about driving habits on G ale Street in Heppner. -MCSO received a report from an lone subject that his neighbor was clear ing off brush and pushing it into Willow Creek. The call was turned over to Oregon State Police and O regon D epartm ent o f Fish and Wildlife. -MCSO received re port from an Irrigon woman that her daughter took her car to pick up her kids. The vehicle was not stolen and was returned to the resi dence. -M C S O , Irrig o n Ambulance received report from an Irrigon woman that she was on the floor and couldn’t get up. -MCSO received re port o f a theft o f services from the city o f Heppner. -M C SO re c e iv e d report o f an 80-year-old woman in Heppner uncon scious downtown. A subject reported that the woman fainted, but was helped to the ground. -MCSO received re port o f a subject dumping garbage on his property in Lexington. -MCSO received re port o f a verbal domestic dispute behind Bucknum’s Tavern in Heppner. It was determined that it was just an argument. -BPD cited Efren Ramirez Lopez, 33, for Fail ure to Yield when entering traffic and holding multiple licenses. -BPD assisted the B o a rd m a n A m b u la n c e with a male subject turning purple in a vehicle. It was unknown if he was chok ing. He was transported to Good Shepherd Hospital in Hermiston. -Boardman Am bu lance received report o f an 85-year-old fem ale w ith a nosebleed. She refused transport. O ct. 25: M orrow County Sheriff’s Office re ceived report o f a dog that bit the meter reader in Lex ington on the backside. The owner said she would keep the dog locked up when the meter reader comes in the future. -M C SO c ite d CJ Wain Kestler, 26, for Driv ing While Suspended/Viola- tion, Failure to Carry Proof o f Insurance and Switched Plates. -MCSO cited Fred Allen Silva, Violation o f the Speed Limit, 46 mph in a 25 mph zone and Driving W hiles Suspended/V iola- tion. -MCSO, Boardman Fire Department received report of a potato truck that rolled and lost its load all over the road on Bombing Range Road. The d riv er advised that he was all right and requested the am bu lance to stand down. -MCSO received re port o f a camera found on a picnic table at the Heppner City Park. -MCSO received re port o f a man reading the newspaper as he was driving on 1-84. -MCSO cited Chel sea Lynn Branscum, 21, for VSL, 88 mph in a 65 mph zone. MCSO received re port o f a black Chevy pickup follow ing too close and showing gang signs on 1-84 near Boardman. The vehicle passed the reporter at a high rate o f speed. The call was transferred to OSP -MCSO received re port from an Irrigon man that he found bullet holes in his residence. -MCSO received re quest for extra patrol for the Heppner Elementary School carnival. -M C S O re c e iv e d report that OSP arrested Malaina Marie Ham on an Irrigon Justice Court war rant for Failure to Appear/ Driving While Suspended. She was lodged at U m a tilla County Jail with $6,000 bail. -MCSO, Boardman Police D epartm ent, BFD received report o f a vehicle parked on the on-ramp on 1-84 near Irrigon with the driver draped over the steer ing wheel and the lights on. It was partially blocking the ramp. A deputy was unable to locate the vehicle. -M C SO re c e iv e d report o f graffiti at the Hep pner City Park. -H e p p n e r A m b u lance received report o f a female unable to get up from bed in Heppner. She was conscious and breathing, but believed to be going into shock. She was transported to Pioneer Memorial Hos pital. -BPD received re port from a subject in Board- man that someone had hit the back o f his semi-trailer. There was minor damage and inform ation was ex changed. -BPD received re port o f a two-car non-injury accident in Boardman. -BPD received re port o f a M ustang doing wheelies on Kunze Lane in Boardman. -BPD received re quest for extra patrol for a big soccer game at Board- man Saturday. The reporter said $1,500 worth o f dam age was done the previous year. -BPD cited Sylvia S. Barrera, 43, for Illegal Window Tinting. -BPD, BFD received report o f a possible grease fire with smoke coming out o f the house on Paul Smith Road in Boardman. -BPD received re port o f an audible burglar alarm at a Boardman busi ness. It was an employee error. O c t. 26: M orrow C ounty S h e riff’s O ffice cited K im berly Ann For sythe for D riving W hile Suspended/Violation. -MCSO cited Rich ard Sukhjinder Hundal for Violation of the Speed Limit, 90 mph in a 65 mph zone. -MCSO cited Aman da Marie Justesen, 21, for VSL, 84 mph in a 65 mph zone. -MCSO received re port o f a license plate found folded up in the lumberyard in Heppner. -MCSO received re port from an Irrigon woman that her ex -b o y frien d is returning to her house and getting in through the win dow. -MCSO received re port o f a gray Toyota tailgat ing, speeding and swerving on 1-84 near B oardm an. The call was transferred to OSP. -M C S O re c e iv e d report o f a cold trespass in lone. -MCSO cited Maria Guadalupe Prescott, 36, for Violation of the Basic Rule, 93 mph in a 55 mph zone. -M C S O , Irrig o n Ambulance received report o f a boy who had fallen off the slide. He had minor scrapes to his face and his eye was tender. -MCSO received re port o f a subject riding hors es in Irrigon. The reporter was advised that it’s okay to ride horses in town. -MCSO cited Josiah Max Fischer, for VBR, 89 mph in a 55 mph zone. -MCSO cited Pedro Ortega Garcia, 34, for No Operator’s license. -M C SO w arned a subject for speeding in the fairgrounds area in H ep pner. -MCSO arrested Jo seph A lb ert R ogers, 42, on a parole and probation detainer. He was lodged at Umatilla County Jail. -MCSO received re port that a pit bull charged children that had gone out to feed their dogs on Cain Lane in Irrigon. -M C S O a rre s te d Curtis Wayne Meisner, 36, on an Irrigon Justice Court t continued from page one the city had a “clean” or unqualified auditor report. He did say the city should consider taking some minor actions to insure oversight on city funds. Council members heard a rep o rt from the sheriff that the city is imple menting a new policy mak ing it easier to dispose o f junk cars. Cars valued at under $500 that are consid ered junk or abandoned will now be easier to send to the junk yard. Following an ex ecutive session voted to offer Moore Construction $90,000 to settle a lawsuit between the city and Moore over the city water system upgrade completed several years ago. The council heard that the city hall and the fire hall roof repairs have begun. Cities file signatures for tippage money vote continued from page one main reasonably flexible to accommodate the County’s interests and we trust that you will be receptive to the reasonable interests o f our respective com m unities,” Glenn wrote. The proposal presented at that time was slightly different than the proposed ballot m easure, but the cities indicated their willingness to negotiate. The two groups met for over an hour, but in the end the county court agreed to leave the tippage m oney distribution as it is. “They (county court) were presented with a compromise intergovern mental agreement and they refused to speak o f any amount over needs and is sues either as a percentage or a dollar amount,” Glenn told the Gazette-Times after the meeting. The cities admitted they could find no “entitlement” to the money, but agued they would be better representing their “com m unities” than the county. Concerns have arisen that people and organizations from unincorporated areas o f the county w ould not be represented in budgets and funding if the tippage money were shifted from the county to the cities. The cities group has tried to al leviate those concerns say ing they would make sure it is spent throughout their “communities” and not just within the city limits. Hepp ner Mayor Les Paustian has said a committee of people from throughout communi ties and not just within the city lim its w ould decide how the tippage money is spent. Tallman and other commissioners say county government does that now. Currently $990,000 in yearly tippage money goes d ire c tly into the co unty general fund and is not ear marked for any particular programs; however, Tues day C ounty Judge Terry Tallman provided a list o f what he considered “com m unity” ex p en d itu res to the Heppner Gazette. The spending included: Neigh borhood C enter in South Morrow County $12,000; County Fair $30,000; Wild life Services $25,016; Water master $7,246; Soil & Wa- ter C onservation D istrict $35,000; Extension Service $82,723; Irrigon B oard- man Em ergency Services $12,000; and N eeds and Issues $235,000. When asked, the cities group has said it would not assume funding o f theses services if tippage redistri bution is approved. Both Glenn and Paustian have said it is the county re sponsibility to fund these services. Tallman said if the county loses 75 percent o f the tip- page m oney it w ould be impossible to fund all the current county services. He indicated it would be up to the budget committee to de cide which county services to fund and which to cut. Each year the county also uses tippage fees to fund a program called N eeds and Issues. This year that am ount was increased to $235,000 and was used to fund project from a new roof on the Heppner Fire Depart ment to hospital renovations to rest room and concessions stand at R iverside H igh School. “All we can do is budget funds that we have,” Tail- man said. He said if cities get 75 percent o f tippage funds it would still be the county’s responsibility to fund basic county services first. Cities have also argued that they need money for infrastructure work such as roads, sewers and buildings. Tallman says he understands the cities’ needs, however, there is no guarantee the tip- page money will always be there. Tallman says the gar bage companies that dump there and pay the tippage fees could lose business and not dump as much. In the end the county court unanimously agreed to leave the tippage fee d istrib u tion unchanged. Tallm an and C o m m issio n er John W enholz said the money has always been with the county. Until we are shown otherwise, we do not belief the money should leave our hands, they said. We could tweak the process, they said. In order for us to fulfill our budgetary requirements we need to keep the money in the county budget process. >
