An informal gathering prior to the work session will take place providing dinner for the mem bers of the Planning Commis sion, County Court and staff. The following items will be considered for future legislative action by Morrow County: Floodplain Ordinance and FEMA FIRM Map Adoption: FEMA, Morrow County and the City of Heppner initiated a review of the FIRM maps sev eral years ago which is now nearly complete. Left to do is the adoption action by the fed eral and local governments. Morrow County is currently in a required six month notice period which allows time for local governments to do the necessary and required amend ments to floodplain ordinanc es. Morrow County is required to update our Floodplain Ordi nance to be in compliance with federal law and adopt both the updated Ordinance and new FIRM maps. This work ses sion will provide the Planning Commission and County Court an opportunity to review the required amendments and the preliminary maps. Notice to the DLCD is scheduled to be mailed June 15 for Public Hearings to begin in July. Two Planning Commission public hearings and one County Court public hearing will be required prior to adoption. Subdivision Ordinance Arti cle 5 Land Partitions: This por tion of the Morrow County Subdivision Ordinance deals with land partitions, property line adjustments and other sim ilar land division actions. The proposed changes are designed to further clarify amendments made in late 2005. This work session will provide the Plan ning Commission and County Court an opportunity to review the draft changes. Notice to the DLCD is scheduled to be mailed June 15 for Public Hearings to begin in July. Two Planning Commission public hearings and one County Court public hearing will be required prior to adoption. Comprehensive Plan - Codi fication: The Morrow County Comprehensive Plan was adopted in 1980 and acknowl edged in 1986. During the past twenty years amendments have been acknowledged, but the technology was not available to maintain the document incor porating the changes as they took place. What is available today is a paper copy of the acknowledged Comprehensive Plan from 1986 and a whole lot of amendments. The intent of this action is to codify the orig inal document and twenty years of acknowledged changes into one electron version. This work session will provide the Planning Commission and County Court an opportunity to review the current Compre hensive Plan documents and gain an understanding of what changes have taken place over the past twenty years. Since that time the County has adopt ed a Concept Plan for the Co lumbia River Heritage Trail and opened the Off-Highway Vehicle Park. The changes pro posed to the Recreation Ele ment of the Comprehensive Plan incorporates these activi ties and plans and also address es issues related to the poten tial development of a major motor speedway in Morrow County. This work session w ill provide the Planning Commis sion and County Court an op portunity to review the pro posed changes to the Recre ation Element and gain a bet ter understanding of the work being done to also update the Master Park Plan.
