A group of 26 young people, ages 13 to 18, and five leaders, traveled to H eppner as p art of a m issions-based program called Target Oregon. It gets them use to the idea o f service,” said Angela Falk, Target Oregon site director from Junction City. The boys stayed at CLC and the g irls were housed in homes throughout the com m unity. The N azarene C hurch volunteered to house eight o f the g irls w ith th eir members. group and with their help was able to put on a 3-on-3 bask etb all to u rn am en t, com m unity picnic and a kids’ crusade. The Target Oregon group also did some repair work on the church and volunteered time for community service projects throughout Heppner. Target Oregon is an alternative for youth who are not able to go on international missions. For the follow ing proposed statu to ry amendments, 75,630 valid signatures were required to gain ballot access. In itiativ e #31- Amends Medical Marijuana Act: R equires m arijuana dispensaries for supplying patients/caregivers; raises patients’ possession limit. Initiative #31, with 77,872 valid signatures, contained enough valid signatures to qualify to the ballot. In itia tiv e #36- G overn m en t m ust pay ow ners, or forgo enforcement, when certain land use restrictions reduce property value. Initiative #36, w ith 9 0 ,2 7 6 valid sig n atu res, co n tain ed enough valid signatures to qualify to the ballot. In itiativ e #90- Abolishes SAIF; state must reinsu re, satisfy S A IF ’s o b lig a tio n s; d e d ica te s proceeds, potential surplus to public purposes. Initiative $90, w ith 87,479 valid sig n atu res, c o n tain ed enough valid signatures to qualify to the ballot. In itiativ e #120- Requires balancing timber p ro d u ctio n , reso u rce conservation/preservation in m anaging state fo rests; specifically addresses two forests. Initiative #120, with 86,509 valid sig n atu res, > c o n tain ed enough valid signatures to qualify to the ballot. The results o f all initiative petition signature verifications for the 2004 cycle became Final on Aug. 1, 2004, the constitutional deadline for certification of all o f the in itia tiv e s su b m itted for the 2004 general election.
