Two Heppner volunteer firefighters, Steve Rhea and Tom Wicklund, responded with a truck to a conflagration in the Monument area. The governor had called up a team, including Heppner, lone, Hermiston, Pilot Rock and Stanfield fire departments, to bring in extra resources to fight the M onum ent fire. Representatives from all of those departments assembled in Heppner Tuesday prior to departure. Visiting youth ministry, locals complete clean up project Marcia Anderson, senior warden of All Saints Episcopal Church, has presented to Gail Hughes. Willow Creek Valley Assisted Living Board member, a cheek for $2700 to assist with the furnishing of an ecumenical chapel for the Willow Creek Terrace. The Episcopal Diocese of Eastern Oregon made the grant possible with funds from the Katherine Bisbee II Fund o f the Oregon Community Foundation. Louis Carlson, chairman of the Valby Lutheran Church, has presented to Don Bristow, Willow Creek Valley Assisted Living Board member, three checks totaling $ 1500 to assist with the funding o f an ecumenical chapel at the Willow Creek Terrace. TTie Valby Lutheran Church, the Oregon Synod Evangelical Lutheran Church, and the Aid Association for Lutherans provided the grant money. The combined grants will be used for a portable altar, chairs, brass candleholders, vases, communion trays, a lectem and hymnals. Louis and Betty Carlson have donated a full-size Hammond organ for the project. "Valby Lutheran has always encouraged its members to provide funding for the assisted living facility. Although our funding is minimal, we intend to continue providing assistance for future projects," Louis Carlson. The 16-unit assisted living facility is now under construction and is expected to be completed by March 2002. "We still need $59,618 to complete our funding for the project," board chair Suzanne Jepsen reports. Donations to the facility are tax- deductible. Donors may send contributions to Willow Creek Valley Assisted Living (WCVAL), P.O. Box 244, Heppner. or take them to Heppner City Hall. The typical cost for living in an assisted living facility is $2200 a month and includes rent o f the apartment, three meals daily, utilities and garbage service, laundry, housekeeping and assistance with the activities of daily living. Willow Creek Terrace will offer social activities, transportation and a beauty shop on the premises. Reservations for an apartment at Willow Creek Terrace may be made at city hall with a $200 refundable deposit. Final admission will be determined by qualifying assessments. Church of the Nazarene youth ministry cleans up area behind Heppner Library. A group of Christian youth, who came to Heppner through the Church o f the Nazarene. have not only been active with a youth ministry this week, but are also doing their part in beautifying Heppner. Heppner resident Kevin Chick had noticed an area behind the library that had some problems. "We have a real hoodlum traffic problem and local law enforcement has had trouble keeping up with them," said Chick. The visiting youth ministry, "Chaos", got right on the job. cleaning up trash and debris, pruning back bushes and even helping to dismantle a makeshift fort that had been formed, said Chick. "We're taking this back for the school kids," said Chick. "We intend to continue cleaning up between now and when the kids start school. We wanted this to benefit the youth." Chick said that Jim Roy did tree trimming and pruning, Clmt Bellamv helped with clean up and Dave Green with Heppner Garbage Disposal Service took care of unbumable trash. He said that Columbia Basin Electric has said that they will help improve the lighting behind the library to discourage such activity in the future. Westmoreland, 38, currently incarcerated in the Oregon State Correctional Institution, Salem, will be released from prison on December 16, 2001, due to a decision by the State of Oregon Board o f Parole, according to Morrow County District Attorney David C. Allen. Westmoreland was convicted of murder in the first degree in Apnl, 1983, for the December 17, 1982, slaying of Michael Allen Brown at Brown's Truck Stop in Irrigon. Westmoreland pled guilty to shooting Brown in the head with a .22 caliber pistol during the course o f robbing the truck stop. Westmoreland received a life sentence with a 10 year minimum. Under the Board of Parole's guidelines in effect at the time of his sentencing, Westmoreland was scheduled to serve 228-240 months. His December 16 release date represents 228 months served in prison. Allen, who opposed Westmoreland's release at the parole hearing, said that Westmoreland indicated that he intends to locate in the Portland area upon his release from custody.
