The first session will be held in Hermiston April 4, 6, 11 and 13 from 6-9 p.m. The second will be in Pendleton Apnl 18,20, 25 and 27 from 6-9 p.m. The crisis line needs volunteers for the evening and weekend shifts. The facility and land-application site is located within the Lower Umatilla Basin Groundwater Man agement Area, which has been designated as such by the Depart ment of Environmental Quality because groundwater nitrate con centrations exceed 10 mg/1 in a widespread area. WHO IS AFFECTED: Per sons who reside downstream and m the vicinity of the Columbia River Dairy, LLC & Willow Creek Dairy, LLC site. NEED FOR PERMIT: This permit is required by Oregon Re vised Statute (ORS) 468B.050 and by ORS 468B.200 et seq. DESCRIPTION OF DIS CHARGES: Columbia River Dairy, LLC & Willow Creek Dairy, LLC, will generate waste- water from dairy animal confine ment and milk production. The Dairies propose to beneficially land-apply the wastewater on ag ricultural crops. SPECIAL CONDITIONS: The proposed permit requires Columbia River Diary, LLC & Willow Creek Dairy, LLC to pre pare a Hydrogeologic Character ization Report. There are other conditions related to operating and modifying the wastewater treat ment and disposal system.
