M ORROW COUNTY PLANNING DEPARTMENT Published: January 12,2000 Affid County court approves permits The Morrow County Court, at its January 5 meeting, approved six permits presented by assistant public works director Burke O'Bnen: a citizen's request for an approach to an Irrigon street; a new-service installation request from Umatilla Electric; two requests from CenturyTel to replace failing line; and Port of Morrow's request to replace some utility lines. The court also approved o f the sign designed by the Forest Service for joint road closures. O'Brien also reported on an upcoming training on improving road safety; on the maintenance, gravel and shoulder work on Wilson Road; and on the challenge o f the weeds and grasses on the shoulders. The court approved a request by Morrow County Behavioral Health Director Gary Oberg to increase the bilingual therapist position into a full-time position. Oberg also reported on the status o f the department's planned work with Grant County. Weed Manager Dave Pranger discussed with the court the enforcement of the noxious weed control ordinance, reporting that eight o f the 30 requests for work plans had not been complied with by the due date. The court agreed that citations should be issued for enforcement of the ordinance. Juvenile Director Carolyn Holt presented to the court two more applications to serve on the Youth Accountability Board. Holt requested a board o f six, and the court appointed Louis Carlson, Betty Gray, Samarra Van Doom, Dwayne Jones, Andrea Denton and Elaine Miller. Emergency Management Director Casey Beard updated the court on the status of CSEPP events, noting the need to identify the problems and work toward solutions. He said he has been working on identifying concerns and lessons learned from the recent accidental siren activation. Beard explained his belief that commissioners should have pagers, radios and cell phones and voiced his concern about telephone communication in emergencies. He reported that he is examining procedural and structural issues and suggested that the Umatilla and Morrow counties' staffs get together,to go over a list o f these issues. Beard said he has questions about the distribution of tone alert radios and also reported receiving about half of the radios ordered. He also shared a working draft o f a "Tactical Communications Plan," an appendix that he will be taking to the first responders for input. He says he intends to finish his report and focus on the few main issues at the meeting with the governor’s staff. In other business, the court -reviewed and edited a related press release prepared by the Umatilla County Commissioners. - approved the reappointment of Joel Peterson, Joe Miller and Ken Grieb to the Planning Commission, contingent upon the Planning Commission's approval o f a by-laws change regarding terms o f office. -approved an intergovernmental agreement with Gilliam County for reciprocal appraisal services and approved the annual renewal of the law enforcement cooperative agreement between the sheriffs office and the Corps of Engineers. -reviewed and approved the agreement between the county and Pioneer Memorial Hospital Foundation that documents the county's exercise of the purchase option that occurred in 1987. approved a request for $500 in discretionary funds for training o f Lexington Fire District fire fighters. -approved signing a resolution managing the introduction and migration of wolves in Oregon. -upon recommendation from Museum Board Chair John Church, awarded the bid for renovations to the FARM ag museum to A-l Construction, -discussed requests from several personnel for three vehicles being transferred from the sheriffs office. Enterprise zone manager Greg Sweek reported on a meeting with the school district superintendent and the Port of Morrow manager He also. reported that the city of Boardman is negotiating with PGE on the tax abatement for years four and five o f their r.ew facility. The court tentatively selected January 18 for a meeting with the city of Boardman and the Port of Morrow for discussion o f enterprise zone issues. Sweek recommended that the court sign an agreement with the city o f Heppner for management o f the Willow Creek Valley Enterprise Zone.
