highest bidder for cash the inter­
est in the said described real prop­
erty which the grantor has or had
power to convey at the time of
the execution of said trust deed,
together with any interest which
the grantor or his successors in
interest acquired after the execu­
tion of said trust deed, to satisfy
the foregoing obligations thereby
secured and the costs and ex­
penses of sale, including a reason­
able charge by the trustee. No­
tice is further given that any per­
son named in ORS 86.753 has the
right, at any time prior to five days
before the date last set for the sale,

ing dismissed and the trust deed
reinstated by payment to the ben­

masculine gender includes the

“grantor” includes any successor
in interest to the grantor as well
as any other person owing an ob­
ligation, the performance of which
is secured by said trust deed, and
the words “trustee” and “benefi­
ciary” include their respective suc­
cessors in interest, if any.
Also, please be advised that
pursuant to the terms stated on the
Deed o f Trust and Note, the ben­
eficiary is allowed to conduct
property inspections while prop­
erty is in default. This shall serve
as notice that the beneficiary shall
be conducting property inspec­
tions on the said referenced prop­

County court approves permits
The Morrow County Court, at
its January 5 meeting, approved
six permits presented by assistant
public works director Burke
O'Bnen: a citizen's request for an
approach to an Irrigon street; a
new-service installation request
from Umatilla Electric; two
requests from CenturyTel to
replace failing line; and Port of
Morrow's request to replace
some utility lines.
The court also approved o f the
sign designed by the Forest
Service for joint road closures.
O'Brien also reported on an
upcoming training on improving
road safety; on the maintenance,
gravel and shoulder work on
Wilson Road; and on the
challenge o f the weeds and
grasses on the shoulders.
The court approved a request
by Morrow County Behavioral
Health Director Gary Oberg to
increase the bilingual therapist
position into a full-time position.
Oberg also reported on the status
o f the department's planned work
with Grant County.
Weed Manager Dave Pranger
discussed with the court the
enforcement of the noxious weed
control ordinance, reporting that
eight o f the 30 requests for work
plans had not been complied with
by the due date. The court agreed
that citations should be issued for
enforcement of the ordinance.
Juvenile Director Carolyn Holt
presented to the court two more
applications to serve on the
Youth Accountability Board.
Holt requested a board o f six,
and the court appointed Louis
Carlson, Betty Gray, Samarra
Van Doom, Dwayne Jones,
Andrea Denton and Elaine
Miller.
Emergency Management
Director Casey Beard updated
the court on the status of CSEPP
events, noting the need to
identify the problems and work
toward solutions. He said he has
been working on identifying
concerns and lessons learned
from the recent accidental siren
activation.
Beard explained his belief that
commissioners should have
pagers, radios and cell phones
and voiced his concern about
telephone communication in
emergencies. He reported that he
is examining procedural and
structural issues and suggested
that the Umatilla and Morrow
counties' staffs get together,to go
over a list o f these issues.
Beard said he has questions
about the distribution of tone
alert radios and also reported
receiving about half of the radios
ordered. He also shared a
working draft o f a "Tactical
Communications
Plan,"
an
appendix that he will be taking to
the first responders for input. He
says he intends to finish his
report and focus on the few main
issues at the meeting with the
governor’s staff.
