July 8,1998 - FIVE PUBLIC NOTICE PUBLIC NOTICE PUBLIC NOTICE Morrow County, Oregon re quests Proposals from experi enced Construction Managers/ General Contractors (CM/GC) to construct a Phase II addition to Morrow County’s Emergency Operations Center in Heppner, Oregon. The addition consists of a 2,200 s.f. masonry and wood addition to the 4.500 s.f. existing structure. The existing structure will undergo some modifications to accept the addition. The pre liminary estimate of construction costs is approximately $250,000. It is the intent of the Morrow County Court to enter into a con tract with the selected CM/GC which will include a Fixed Fee for services and a Guaranteed Mini mum Price for the entire scope of the work. CM/CGs responding to this request will be evaluated based on their qualifications, prior experience, staffing, proposed work plan and schedule for com pleting the work, associated fees and other relevant factors. Chip in: Pat Edmundson #9. Officer assaulted by juvenile A juvenile from Stanfield was arrested for an assault on a Heppner Police officer at Willow Creek Dam around 11:45 p.m. July 2. The juvenile, who had earlier been reported as missing or a runaway, was also charged with Criminal Mischief I, Criminal Trespass II, possession of less than one ounce of marijuana, minor in possession of alcohol by consumption and minor in possession of tobacco. The juvenile, who allegedly broke out a Heppner Police patrol car window, was transported to Pioneer Memorial Hospital for a wound on his hand, but refused treatment. Numerous other teenagers were cited for Criminal Trespass II for being at the Willow Creek Dam after hours, but were not cited for any additional charges. One adult, Charles Ruckman, 26, Heppner, and seven teenagers, Adam Doherty, 18, Deana Hendricks, 19, Amy Matthews, 19. and Matt Sample, 19, all of Heppner, Chris Smith, 18, and Damien Wilhelm, 19, both Lexington, and Stephanie Wegwerth-Bames, 18, Gresham, were cited that evening, in addition to three juveniles. One additional juvenile and three other teenagers, Andy Burt, 19, Joe Kindle, 18, and Andy Sykes, 18, all of Heppner, were cited later for Criminal Trespass II for being at the dam after hours that evening. Willow Creek Dam closes from 10 p.m. to 4 a.m. Judge Charlotte Gray, Justice Court, said that the maximum penalty for Criminal Trespass II is a $5,000 fine and one year in the county jail, but added that the jail sentence is usually suspended. She said that fines and sentences depend on the circumstances, whether the person had been cited previously and the district attorney's recommendation.
