" If you know the past, perhaps you can avoid the same mistakes in the future “ She pressed ^—\ tor ail example I told her that ten or fifteen years ago the Social Security trust funds seemed to have more money than would be re I By Ed Glenn quired Congress saw those surplus luuds .is a wav t(i continue spending without raising taxes so they raided the funds Some of us said that was a mistake But the prevailing view was that if the Social Security system sou Id build up a surplus onsc. it would happen again Well, as we know, it didn't and now the Social Security system, including Medicare and Medicaid, is in financial trouble My daughter was not impressed I went on to tell about how the Oregon legislature "borrowed" a cou ple ol hundred million from the Veterans' home loan program a few years hack rhe money appeared to be excess and would provide some new stale program I he loan hasn't been repaid, of course, and now the home loan program is in deep trouble. So deep that the whole state's bond rating has been downgraded "So what. Daddy?" Morrow County Sheriff s office investigated a report of vandalism in the Boardman area Amount of damage was unknown. Dec. 25: M orrow County Sheriffs office dispatched the Boardman ambulance. Morrow County Sheriff s deputy to a one vehicle accident on 1-84 There were no transports. Morrow County Sheriff s office responded to another report of a motor vehicle accident on I 84 at mile post 156 Vehicle (s) had been removed upon arrival; Morrow County Sheriff s office dispatched the Heppner fire depart ment to a possible flue fire on Jones Street in Heppner, Morrow County deputy respond cd to the Irrigon area to investigate juveniles causing a neighborhood disturbance. Morrow County Sheriff s Office responded to an animal problem in the Irrigon area Dec. 26 Morrow County Sheriff s office investigated com plaint of criminal mischief in the Ir- rigon area Dec 27: during the week of December 21-27, Morrow County Sheriff s office assisted one disabl ed motorists; Morrow County Sheriff s office dispatched the Boardman Am bulance to a residence for illness One fem ale, 84 years, was transported to Good Shepherd Hospital. Morrow County ShenfT s office investigated report of burglary in the Heppner area Burglary occurred hetween Dec 24-27, missing items valued at about $5,000; Morrow County Sheriff s office investigated possible domestic assault in Boardman area. Morrow County Sheriff s office investigated report of a suspicious vehicle in the Lexington area Phyllis “ Pauline" Cook. 58. died December 24. 1987 at St Anthony 's Hospital in Pendleton. She was born Sept 23. 1929. in Oklahoma, daughter of George and Helen (Ward) Hinton In 1975 she moved to Pilot Rock where she resided. Mrs Cecil was educated in Spray Prior to moving to Pilot Rock in 1975 she had lived in Baker She was an active 4 H leader in Spray, and Umatilla County in sewing and livestock clubs While living in Spray and Baker she was a foster parent She had worked al the (Juisenhcrry's Department store in Pendleton for 8 years as a Indies Department Manager She also worked at Fabrxland for I year She then owned her own business "Pauline'i Custom Sewing" and this past year she made all of the New Pendleton Round Up Banners for the Pendkron Round Up Axsocia lion Her main hobby was sewing, but she also enjoyed doing ceramics in her spare time She was a member of the Pilot Rock LDS church. Survivors include her husband Darrel W at the home in Pilot Rock, mother Helen Hinton. Fleppner, daughter Rebecca "Becky" Cecil and son Darrel "G ene" Cecil from Pilot Rock, sister Maxine Patterson. Heppner and two grandchildren Brenda A Ryan Cecil. Pilot Rock Funeral services was Monday. Dec 28. 1987 at I p m Interment followed at Sky view Cemetery. Memorial contributions may be sent to die Oregon Heart Association direct or thru the Bishop Funeral Chapel in memory of Pauline Cecil Bishop Funeral Chapel. Pendleton was in charge of arrangements. Hilda M.Justus Peterson Hilda M. Justus Peterson, 90. formerly of Pendleton, died Satur day. Dec 19, 1987 at her home in Portland The funeral was II a m Tuesday at Bishop Funeral Chapel in Pendleton with interment at Olney Cemetery. She was horn March 3, 1897. at Portland, daughter of Adolph and Bedaa Benson Hclgesson She had been a rancher in the Pendleton area for many years before moving to Portland to live She married Ralph Justus who died in 1958 and she later married Henry Peterson who died in 1984 She was a member of the Good Shepherd Lutheran Church, the Order of Eastern Star No 32 of Heppner and the Heppner American Legion Auxiliary Survivors include brothers.
