to have more money than would be re

without raising taxes so they raided the funds Some of us said that was
a mistake But the prevailing view was that if the Social Security system
sou Id build up a surplus onsc. it would happen again
Well, as we know, it didn't and now the Social Security system, including
Medicare and Medicaid, is in financial trouble
My daughter was not impressed
I went on to tell about how the Oregon legislature "borrowed" a cou
ple ol hundred million from the Veterans' home loan program a few years
hack rhe money appeared to be excess and would provide some new stale
program I he loan hasn't been repaid, of course, and now the home loan
program is in deep trouble. So deep that the whole state's bond rating has
been downgraded
"So what. Daddy?"
Well, now it looks like the Public Employees' Retirement System (PERSl
has some excess funds and the Associated Oregon Industries (AOI) thinks
those funds should he used to finance schools or something The extra
money is because more public employees arc paying in than they thought
. kk I lewer are drawing retirement benefits than they expected Further
more, investments have been good
I he raid proposed by AOI would help state support for schools for one

Phyllis “ Pauline" Cook. 58. died
December 24. 1987 at St Anthony 's
Hospital in Pendleton.
She was born Sept 23. 1929. in
Oklahoma, daughter of George and
Helen (Ward) Hinton In 1975 she
moved to Pilot Rock where she
resided.
Mrs Cecil was educated in Spray
Prior to moving to Pilot Rock in
1975 she had lived in Baker She was
an active 4 H leader in Spray, and
Umatilla County in sewing and
livestock clubs While living in
Spray and Baker she was a foster
parent She had worked al the
(Juisenhcrry's Department store in
Pendleton for 8 years as a Indies
Department Manager She also
worked at Fabrxland for I year She
then owned her own business
"Pauline'i Custom Sewing" and
this past year she made all of the
New Pendleton Round Up Banners
for the Pendkron Round Up Axsocia
lion Her main hobby was sewing,
but she also enjoyed doing ceramics
in her spare time She was a member
of the Pilot Rock LDS church.
Survivors include her husband
Darrel W at the home in Pilot Rock,
mother Helen Hinton. Fleppner,
daughter Rebecca "Becky" Cecil
and son Darrel "G ene" Cecil from
Pilot Rock, sister Maxine Patterson.
Heppner and two grandchildren

Funeral services was Monday.

day. Dec 19, 1987 at her home in
Portland

at Bishop Funeral Chapel in
Pendleton with interment at Olney
Cemetery.
She was horn March 3, 1897. at
Portland, daughter of Adolph and
Bedaa Benson Hclgesson
She had been a rancher in the
Pendleton area for many years
before moving to Portland to live
She married Ralph Justus who
died in 1958 and she later married
Henry Peterson who died in 1984
She was a member of the Good
Shepherd Lutheran Church, the
Order of Eastern Star No 32 of
Heppner and the Heppner American
Legion Auxiliary
Survivors include brothers.
Leonard Hclgesson of Tualatin and
Victor Hclgesson of Salem and
sisters, Mrs Fred Nowotny and
Mrs Glen Dipped, tuxh of Portland,
and Mrs E E Seibert of Corvallis,
and the children and grandchildren
of Henry Peterson

Hospice Program directly or through
the Bishop Funeral Chapel or con
