IX ) I Federal, state, county and local Transportation ot chemical muni lions must he accompanied hy a large number o f security measures •*.* *' ;** - i < V# W r ite Parents need to begin college financial planning early T o the Fdilor W ith the graduation season upon us. many graduates am) their parents arc completing final requirements for future cduculional plans One of the greatest concerns, obviously, is money to finance those educational plans As a high school guidance counselor, one o f my responsibilities is to advise parents and students on the availability and process o f ac- quirmg financial assistance for col lege Unlorlunatcly, I am starling lo see a irend emerge among students and particularly parents concerning (ion) W e would all like to think out children arc the imes who w ill receive these awards, but the reality is that for the vast majority of us. they w ill mu I am not discouraging worthy students from applying foi scholarships, on ihe contrary, in M orrow County for example we have a l^jge number of line county and local scholarship programs These programs, however, w ill not come close to covering the cost of a college education Ih e average cost per year for an Oregon college w ill range Iron) approximately i5 U N ) at a community college to as high as S I4 .0 0 0 at a private, lour year el>1 lege The problems that are encountered hy many pjrcnls and students arc simply this grade and achievement records arc good, hut not good enough, family income and assets are too high for the desired grant loan, and work study awards under needs analysis, and finally, savings and investments tor education are in adequate oi nonexistent What is the solution ’ The inienl ot (inane lal aid ha> always heen lo sup plcntcnt. not eliminate the cost ot higher education The n u in respon sihility ol educational financing lies with the parents and students Parents need lo begin the financial planning process early The need lo save and invest on Ihe p jrl ol both parents and wage earning students is not only necessary, it is essential, educational and financial priorities need to he established M y concern is shared hy other high schi«»l counselors and hy the Oregon Slate Scholarship Commission, which will he shortly addressing the issue o f long range financial planning The commisison plans to distribute intor mation in the tall of I9H7 In addi lion to the State Scholarship Com mission, other excellent resources and publications arc available through high school counselors and college financial aid directors (s) M ik e W'cthcrcll. I believe, con tributes in part lo a false sense ol security concerning Ihe need lor realistic financial planning on the part ol families The fact is that educational funding for college is tight, and hy most indications w ill become tighter in the near future How about the availability ot State and Federal financial aid programs ’ W e all need i' he aware that federal and stale financial aid programs for Ihe most part are tied into a needs analysis form ula, in other words, students and parents must prose a need to he considered eligible lor financial assistance This now in cludes loan programs as well as col leg e work study and grant programs (verification o f need is shown by submitting the Financial A id Form to the College Scholarship Service and a copy ot your income tax return to the school you plan to attend) Consider again all tN*se scholarships we hear about’ True, there are thousands o f scholarship programs available, however, keep in mind that there arc literally hundreds o f thousands ot students applying lor those awards These awards arc cx trcmcly competitive (many require a CiPA o f 3 ' and S A T scores in the 12 0 0 I M») range |ust for considcra IAL!
