deadly chemical weapons still exists,
hut the manner ol destruction has not
been decided nor funded to date
The safest way to destroy the
stoc kpile is one o f the less puhliuz
cd and still undecided issues In
cinenrtion appears to he the safest
way to totally destroy the gas, the
containers, and the dunnage This
method clears the air o f any pollu­
tion as well
Incinerators should he built at the
site ol nerve gas storage Some are
not to he built, or improved, at such
places as A labam a. Arkansas.

Parents need to begin college
financial planning early

W ith the graduation season upon
us. many graduates am) their parents
arc completing final requirements
for future cduculional plans One of
the greatest concerns, obviously, is
money to finance those educational
plans As a high school guidance
counselor, one o f my responsibilities
is to advise parents and students on
the availability and process o f ac-
quirmg financial assistance for col­
lege Unlorlunatcly, I am starling lo
see a irend emerge among students
and particularly parents concerning

receive these awards, but the reality
is that for the vast majority of us.
they w ill mu I am not discouraging
worthy students from applying foi
scholarships, on ihe contrary, in
M orrow County for example we
have a l^jge number of line county
and local scholarship programs
These programs, however, w ill not
come close to covering the cost of
a college education Ih e average
cost per year for an Oregon college

students and parents must prose a
need to he considered eligible lor
financial assistance This now in­
cludes loan programs as well as col
leg e work study and grant programs
(verification o f need is shown by
submitting the Financial A id Form
to the College Scholarship Service
and a copy ot your income tax return
to the school you plan to attend)
Consider again all tN*se scholarships
we hear about’ True, there are
thousands o f scholarship programs
available, however, keep in mind
that there arc literally hundreds o f
thousands ot students applying lor
those awards These awards arc cx
