On the other, there are job. career and professional considerations for our 157 certified and 113 classified employees In between, there arc a large number of other factors ad ding pressure to the budget These include population and economic trends in the countv imposition o f increased demands through the legislative process, anil, economic forces having their genesis in national and international events 2 A healthy budgeting process is one which is balanced between the pluralistic demands and integrated over time Budgets cannot be viewed in a one year context Changes in direction and priorities usually have to be implemented over time 3 A budget should reflect the standards, values and priorities o f the broad community That includes not just the students, parents and educators, but also the taxpayers and all other sectors of the communi ty Is there anyone in Morrow County who ikies not have a stake in educa tion and. therefore, a say in the process?
