This year we haven't seen too many April showers which bring May
flowers In fact, water seems to be a worry in many places, such as in
southeastern Oregon and at Salt lake City where it has spread oser loo
much land, but here we are wondering if there w ill be enough to spread
over the recently limited cultivated acreage
You may have read that Morrow County is ahead ol all Oregon counties
in terms o f the number o f acres in the Conservation Reserve Cropland Pro
gram with 105. *06 acres involved This may be good for farmers and for
everyone in the long term, but is sad for businesses in rural communities
short term Diversification is therefore more important than ever Home-
type or cottage industries may help and the growth of private hunting
preserves may prove a big boost here where we know various hunting
seasons and. just now. spring fishing time bring great numbers of sport
smen to our area Also, when is a good “ dude ranc h, an interesting rccrea
tional venture, going to blossom here ’

1 It is the product of a very pluralistic process. ,

and professional considerations for our 157 certified and 113 classified
employees In between, there arc a large number of other factors ad
ding pressure to the budget These include population and economic
trends in the countv imposition o f increased demands through the
legislative process, anil, economic forces having their genesis in national
and international events
2 A healthy budgeting process is one which is balanced between the
pluralistic demands and integrated over time Budgets cannot be viewed
in a one year context Changes in direction and priorities usually have
to be implemented over time
3 A budget should reflect the standards, values and priorities o f the
broad community That includes not just the students, parents and
educators, but also the taxpayers and all other sectors of the communi
ty Is there anyone in Morrow County who ikies not have a stake in educa
tion and. therefore, a say in the process?

But the good news is that the budget can be and is being brought under

The voters' desires have been expressed Although the School Board
cannot always tell just what the voters mean to say. it knows that the
main message is to hold the line and actually cut costs it wc can With
the assistance of the voters, administration and advisory hoards, we have
come a long way towards achieving this goal
The "leaner and meaner' principle has been applied to both the budget
and the budget process
