Lake said The County Court has already ad dressed all o f the legal requirements and could adopt the change today "W e feel the Court has covered all bases and could defend its action if challenged." he said Legal pro blems which have come up in irthet areas o f the state indicate that creating an overlay zone gives the county more control than a wide open zone change A provision allowing the land to revert to farm use if Boeing should stop using the land for an antenna range for 12 con sccutivc months is a questionable process, he said If the zone is changed to industrial and Boeing later decides to sell the land or the zone is unsatisfactory and sells the land, it is still zoned in dustrial, lake pointed out W ith an overlay zone, should Boeing sell the land it is still zoned limited industrial but may he used only for an antenna range or electronic acrocraft or space vehicle research and develop ment and related space age technology Dan Creamer, vice chairman o f the Planning Commission voiced his concern that an overlay zone might not fit with the onginal items Beo ing requested or with the Planning Commission’ s recommendation Canadas went on to point out that then Governor Hatfield in I**»' reserved the 100.000-acre Boeing pace Age Industrial Park for space age development He further in dicated that Boeing had letters of support from two Senators and the Governor for the antenna project "W ’c feel this use is expected by the I'>61 legislation; it nukes no dif ference if the Comprehensive Plan and zoning statutes apply because there s a need for this project, and this vile is unique in the western U S " he said "This is the first stage of a permanent facility which will involve $10 million in 'mortar and bricks' invested in the county as well as 20-30 jobs, not all of them local " The site is unique, he said because it is very flat and elec ironically very quiet Boeing con trols all the land around and above the site which makes the site very private, a requirement for some government testing programs The site is unique.
