6.000 acres adjacent to the antenna
range » ill he surrounded by a hart»
ed »ir e “ cattle" fence because cat

range
Deane Seeger, director of the
county's planning department read
the
Planning
C ix n m iiu o n 'i
unamnsHJs recommendation that the
County Court approve Boeing's re
quest Boeing alvi proposed amen
ding the zoning ordinance to say that
tf Boeing does not use the land as an
antenna range or for electronic
developments for a period of 12 coo
sccutivc
months,
the
land
automatically reverts to farm use
Seeger pointed out that the Ci»urt
had three choices I ) denial of Boc
ing's request. 2 ) approval, or 3 ) ap
proval of the request with changes
recommended hy LC IX ' including a
use overlay zone
Brent 1 ake. field representative
for LC IX '. told the Court that the
depa tment supports Boeing's re
quest for an antenna test range, hut
has recommended changing from a
straight zone change request to an
overlay zone which would allow
limited uses “ We feel this is a much
cleaner way for the county to ap
prove this application." Lake said
The County Court has already ad
dressed all o f the legal requirements
and could adopt the change today
"W e feel the Court has covered all
bases and could defend its action if
challenged." he said Legal pro
blems which have come up in irthet
areas o f the state indicate that
creating an overlay zone gives the
county more control than a wide
open zone change A provision
allowing the land to revert to farm
use if Boeing should stop using the
land for an antenna range for 12 con
sccutivc months is a questionable
process, he said
If the zone is changed to industrial
and Boeing later decides to sell the
land or the zone is unsatisfactory and
sells the land, it is still zoned in
dustrial, lake pointed out W ith an
overlay zone, should Boeing sell the
land it is still zoned limited industrial
but may he used only for an antenna
range or electronic acrocraft or
space vehicle research and develop
ment and related space age
technology
Dan Creamer, vice chairman o f
the Planning Commission voiced his
concern that an overlay zone might
not fit with the onginal items Beo
ing requested or with the Planning
Commission’ s recommendation
Canadas went on to point out that
then Governor Hatfield in I**»'
reserved the 100.000-acre Boeing
pace Age Industrial Park for space
age development He further in
dicated that Boeing had letters of
support from two Senators and the
Governor for the antenna project
"W ’c feel this use is expected by the
I'>61 legislation; it nukes no dif
ference if the Comprehensive Plan
and zoning statutes apply because
there s a need for this project, and
this vile is unique in the western
U S " he said "This is the first
stage of a permanent facility which
will involve $10 million in 'mortar
and bricks' invested in the county as
well as 20-30 jobs, not all of them
local " The site is unique, he said
because it is very flat and elec
ironically very quiet Boeing con
trols all the land around and above
the site which makes the site very
private, a requirement for some
government testing programs
The site is unique. Canaday con
tinued. because the 4.000 acres is
surrounded by another 6.000 acres
of quiet, flat ground that is somewhat
near the main research facility in
Seattle Ihe project should have no
negative impact on the county "W e
don't nuke noise, and we don't want
noise," he said The signals vent
back and forth arc low wattage and
disturb no one
"It's our current feeling that the
project nuy become high priority
within the next 90 days and nuy in
volve more than the 10,000
acres By tall, we expect to come
back to the Planning Commission
and the County Court asking them
to approve additional high tech ex
pcrimcntalion," Canaday said
"L C IX ' has responded in an unusual
way because Boeing has a site re
quest and LCDC was kind enough
to offer a flexible plan "
Bob Miller, manager of the Port
o f Morrow said the Port supports
Boeing's request because it is in the
county s best interest "W e welcome
the diversity, and the added tax
base.” he continued "The uni
qucncss o f the site nukes it viable
for the space age use and we would
like to see it used as such "
louis t arlson. president o f the
Port o f Morrow Board o f Commix
sinners, said the Port feels it is mak
ing significant progress with Boeing
in developing additional industry for
the county, and that is important to
cooperate with them by adopting an
ordinance for the zone change " I f
someone challenges the uses, then
we must address them, if it comes
to that "
