Pack wood orchestrated construction o f a tax reform hill that many people thought was an impossibility. Special interests arc often times cited as the maior saboteurs o f tax legislation, with high paid, high powered lobbyists cruis ing the halls o f Congress searching to torpedo lax hills the least bit detremential to Ineir particular interest group Packwood brushed the lobbyists aside, took on the special in terest groups and hammered out a tax hill that is fair to the in dividual. and good for the state of Oregon And. in Washington D C . thes were ama/cd. "Boh Packwood is m> hero." said Conservative Republican and supply sidcr Jack Kemp " It will sweep into the trash bins of our past literally scores o f unfair, unwise, unproductive tax shelters." President Ronald Reagan said o f the hill " It will make business decisions depend on economic merits rather than on tax considerations, and it will make America more competitive in world markets," Reagan added Regan also called the Packwood bill a firm rebuke to the Washington establishment and W ashington's most influential lob byists and insiders The President went on to say that the "people w on" and that "w ell they may not have quite won yet But thanks to heroic work o f Sen Boh Packwood. members o f his Finance Committee, our administration and you. the political entrepreneurs have just won a magnificent first victory. How did Packwood do i f ’ Hard work, dedication to the job and experience. All o f Oregon should be proud o f him and his job as Senator Retain Judge Gray Charlotte Gray has served Morrow County well as Justice o f the Peace for the last 7'/i years She is knowledgeable and works efficiently in the judicial system. We have worked with her in reporting news from the Justice Court anil find that she handles eases fairly and consistently She is professional and concerned about the justice system Above all, she represents herself and the court in an honest, straight forward manner. That she regularly attends seminars to up grade her knowledge and provide professionalism in court administration is another fac tor in her favor. She has been actively involved with the judicial system for 13 o f the last 13 years in Morrow and Wasco counties Morrow County deserves the best candidatc- Judge Charlotte Gray Rauch doing a good job Incumbent County Commissioner Irv Rauch not only knows Morrow County, its farms, roads, schools, and county govern ment. he has served to upgrade them during his longtime residency here He saw a need such as additional parking at the Courthouse and set out to accomplish it He is also realistic about what can be accomplished with the resources available He admits that transporting prisoners to jails outside M orrow COunty is not an ideal situation, but the cost of building a |ail is prohibitive He is careful with tax dollars. His goal for his next term in office is also based on his desire to gam best use o f tax dollars Computer systems are costly to buy and it they arc not working smoothly are costing even more because they arc not saving the work they were designed to save He is sometimes a frugal with words as with dollars, but possesses an understanding of the county and its needs He is not frugal with service, and has spent much time representing the County Court to other organisations, serving community organisa lions, and on the school hoard Rauch knows how to get things done and accomplishes what he sets out lo do. Experience, know how, frugality, all recommend Irv Rauch for another term as County Commissioner McNerney best choice In the Morrow County District Attorney’s race two uualificd candidates have filed, however, we feel incumbent Richard McNerney has the edge over rival Jeff Wallace In the area o f law enforcement management, McNerney'» cam paign slogan has been "cost effective law enforcement." None o f us likes to nay more taxes and we feel M cNcrncy’s policies and ideas for tnc future w ill keep our tax bill down, yet still give us the law enforcement we need "B u ild more ja il» .’ ’ is one o f the themes you hear when ever law enforcement people get together. "Use thé ones we have more efficiently." says M cNerney, and he is right Other o f his plans is that county law enforcement in a way ’ ’ rotates" emphasis on different crimes in the county, thus mak ing the best use o f scare resources and a limited budget. May 20. the Morrow Soil and Water Conservation Divtnct will he asking the voters ot Morrow county lo show their commitment to saving our priceless gifts of soil and air The district is composed of seven elected, non paid directors from Morrow County We have two employes, one full time district manager Weed Supervisor and one half time office manager This tax base would allow the district to hire a full tunc district manager and allow the present manager to devote more time to our weed control program and also search out additional grant funds This year alone over $30,000 were brought into Morrow County through grants, matching funds and spraying services contracted out The SWCD has the legal respon sibility for the natural revkirtes in the county and is also responsible for the Morrow County Weed Control District The district has been funded through the county general fund for several years hut when the cuts arc made after a defeat, the soil and water district is among the fust to he cut The Morrow SWCD joins over 3,000 local contervahoa districts na tionwide in the ongoing effort to pro tcct our natural resources I hope you share my personal responsibility for the care of soil, water and the other vital elements nuking up our en vironment and join me with a "yes" vote on the Morrow SWCD tax base request Regards, (s) Scott Madison.
