Pack wood pulls off miracle
Oregon Senator Bob Puckwood recently pulled off what is alter
nately being called a miracle, and the greatest piece o f legislative
work in the history o f Packwood's career
What did our senator do ’ As chairman o f the Senate finance
committee. Pack wood orchestrated construction o f a tax reform
hill that many people thought was an impossibility.
Special interests arc often times cited as the maior saboteurs
o f tax legislation, with high paid, high powered lobbyists cruis
ing the halls o f Congress searching to torpedo lax hills the least
bit detremential to Ineir particular interest group
Packwood brushed the lobbyists aside, took on the special in
terest groups and hammered out a tax hill that is fair to the in
dividual. and good for the state of Oregon
And. in Washington D C . thes were ama/cd. "Boh Packwood
is m> hero." said Conservative Republican and supply sidcr Jack
Kemp
" It will sweep into the trash bins of our past literally scores
o f unfair, unwise, unproductive tax shelters." President Ronald
Reagan said o f the hill
" It will make business decisions depend on economic merits
rather than on tax considerations, and it will make America more
competitive in world markets," Reagan added
Regan also called the Packwood bill a firm rebuke to the
Washington establishment and W ashington's most influential lob
byists and insiders
The President went on to say that the "people w on" and that
"w ell they may not have quite won yet But thanks to heroic work
o f Sen Boh Packwood. members o f his Finance Committee, our
administration and you. the political entrepreneurs have just won
a magnificent first victory.
How did Packwood do i f ’ Hard work, dedication to the job and
experience. All o f Oregon should be proud o f him and his job
as Senator
Retain Judge Gray
Charlotte Gray has served Morrow County well as Justice o f
the Peace for the last 7'/i years She is knowledgeable and works
efficiently in the judicial system.
We have worked with her in reporting news from the Justice
Court anil find that she handles eases fairly and consistently She
is professional and concerned about the justice system Above all,
she represents herself and the court in an honest, straight forward
manner.
That she regularly attends seminars to up grade her knowledge
and provide professionalism in court administration is another fac
tor in her favor. She has been actively involved with the judicial
system for 13 o f the last 13 years in Morrow and Wasco counties
Morrow County deserves the best candidatc- Judge Charlotte
Gray
Rauch doing a good job
Incumbent County Commissioner Irv Rauch not only knows
Morrow County, its farms, roads, schools, and county govern
ment. he has served to upgrade them during his longtime residency
here He saw a need such as additional parking at the Courthouse
and set out to accomplish it
He is also realistic about what can be accomplished with the
resources available He admits that transporting prisoners to jails
outside M orrow COunty is not an ideal situation, but the cost of
building a |ail is prohibitive He is careful with tax dollars.
His goal for his next term in office is also based on his desire
to gam best use o f tax dollars Computer systems are costly to
buy and it they arc not working smoothly are costing even more
because they arc not saving the work they were designed to save
He is sometimes a frugal with words as with dollars, but
possesses an understanding of the county and its needs He is not
frugal with service, and has spent much time representing the
County Court to other organisations, serving community organisa
lions, and on the school hoard
Rauch knows how to get things done and accomplishes what
he sets out lo do.
Experience, know how, frugality, all recommend Irv Rauch for
another term as County Commissioner
McNerney best choice
In the Morrow County District Attorney’s race two uualificd
candidates have filed, however, we feel incumbent Richard
McNerney has the edge over rival Jeff Wallace
In the area o f law enforcement management, McNerney'» cam
paign slogan has been "cost effective law enforcement."
None o f us likes to nay more taxes and we feel M cNcrncy’s
policies and ideas for tnc future w ill keep our tax bill down, yet
still give us the law enforcement we need
"B u ild more ja il» .’ ’ is one o f the themes you hear when ever
law enforcement people get together. "Use thé ones we have more
efficiently." says M cNerney, and he is right
Other o f his plans is that county law enforcement in a way
’ ’ rotates" emphasis on different crimes in the county, thus mak
ing the best use o f scare resources and a limited budget.
W e feel McNerney has viable plans and a sound strategy for
law enforcement in Morrow County

This office wishes to share its con
cerns about the upcoming election
for Justice of (he Peace This office
has 18 years of experience with the
court sy stem in Morrow County and
is familiar with Judge Gray and Ed
Glenn
Mr (ilenn is not a practicing ai
lomey as has been implied in prior
letters to the editor Mr Glenn is
currently on inactive status with the
Oregon Stale Bar Association This
means he has rex puul his liability in
surance for I486 and is not allowed
lo practice law in the Stale of Oregon
at this lime
Mr
Glenn was publicly
reprimanded hy the Oregon State
Bar Association while he was prac
Iking law This raises some real
concerns about his ability to act in
the (air and impartial manner re
quired of the position He has no
judicial experience or training, and.
believe me. the view from one side
of the bench is considerably different
from the other
Charlotte S Gray, on the other
hand has been Justice Court Judge
for seven years She has shown
henelf to he very fair and impartial
Prior letters supporting Ed Glenn
suggest that he would do search war
rants that wouldn't he overturned In
tcven years in office Charlotte Gray
has had only one search warrant that
was overturned by a higher court
She has attended the National
Judicial College, has attended
seminars and has actively educated
herself to avoid such situations Her
record is one of which any judge
could he proud
Charlotte Gray has proven herself
fair, honest, even handed and pro
fessKinal in performance or her
duties Your continual support is re

system in Morrow County

eradicate noxious weeds, improve
our fish and wildlife habitats and

Support SWCD tax base
To the Editor
()n Tuesday. May 20. the Morrow
Soil and Water Conservation Divtnct
will he asking the voters ot Morrow
county lo show their commitment to
saving our priceless gifts of soil and
air
The district is composed of seven
elected, non paid directors from
Morrow County We have two
employes, one full time district
manager Weed Supervisor and one
half time office manager This tax
base would allow the district to hire
a full tunc district manager and allow
the present manager to devote more
time to our weed control program
and also search out additional grant
funds This year alone over $30,000
were brought into Morrow County
through grants, matching funds and
spraying services contracted out
The SWCD has the legal respon
sibility for the natural revkirtes in
the county and is also responsible for
the Morrow County Weed Control
District
The district has been funded
through the county general fund for
several years hut when the cuts arc
made after a defeat, the soil and
water district is among the fust to he
cut
The Morrow SWCD joins over
3,000 local contervahoa districts na
tionwide in the ongoing effort to pro
tcct our natural resources I hope you
share my personal responsibility for
the care of soil, water and the other
vital elements nuking up our en

Senalot Packwood
Congratulations on your latest
scheme lo raise tax revenues and
dodge the real issue of cuning un
necessary spending
I really don't have too much trou
ble with most of the tax reform hill
recently voted on and passed hy the
senate finance committee However,
doing away with the credits tor IRA
contributions seems unwise on
several points Not only has the IRA
got everyday working people to save
for their future rather than solely
depending on pensions and social
security, it gives our economy all of
the benefits associated with saving
ot whkh I am sure you arc aware
Besides the benefits to the individual
taxpayer, it is a well known fact of
economics that when money is sav-
cd. there is more for the hanks to in
vest whkh of course creates jobs and
starts the growth cycle again
Further, I personally v k h the IRA
as a means to overcome the.
monumental fiasco that social scc uri
ly will become when my generation
retires in thirty years and there isn't
a large enough working population
to support the system But lhal is
another letter
I feel very certain lhal you can he
persuaded lo reconsider your stand
on that one portk>n of your tax
reform legislation I also hope thal
I have conveyed the depth of my
feelings on the matter

P S Lutz he reasonable
Courage, clout, commitment - Lutz
To the Editor
Boh Packwood ads continue to ap
pear i« T V , in newspapers, and on
radk) with an almost monotonous
regularity They talk a lot about
’’courage, clout and commitment"
hut they don't list a lot in the way
of accomplishments If lawyer
Packwood is u> courage» his why has
he refused to debate his oppiment Joe
Lutz ? Perhaps he is only as
courageous as the media image he
buys
I'm also bothered lhal 48*» of his
over three million dollar campaign
money was given to him hy sup
porters outside the slate of Oregon
It makes me wonder whose Senator
he really is.
Let’s show some courage, clout
and commitment of our own I.et's
use ihe clout of every vote we have
It's time for a change Vote Joe Lutz

Police officer supports Wallace for D.A.
To ihe Editor
I have been a police officer in
Oregon since 1478. and I have
always been very concerned about
crime victims rights However, the
rights of a victim arc never address
ed unless the sktims case is brought
to court This responsibility lies with
your county prosec utor (he Distrk't
Attorney
In Morrow county (here are two
candidates in the race f*>r District At
lomey Jeff Wallace, and the incum
hent Richard NcNcrncy In 1482 I
supported Mr McNerney in his sue
cessfull hid for Distrkl Attorney,
partially because I felt we needed a
more aggressive prosecutor in of
fice. and partially because Mr
McNerney expressed a great Jcsirc
to he Distrkl Attorney I Unfor
tunalcls regret Ihe support I gave
him. and I feel we would have been
much better off w ith the incumbent
of that race
Ms reasoning for the dissatisfac
non with the current Distrkl At
torney is simple, ‘ Ijc k of Prosecu
tion. ’’
In ihe last three years (tie case load
of Ihe Imgon Police Department has
increased steadily If you will check
with the other agencies in Morrow
County you will see very similar
case load me reaves However, in the
same three year period, the case load
of ihe two Justice Courts in Morrow
County, (Irrigon Heppner) have
dropped 33X
In 1483. Rick McNerney’» first
year in office, there were 217 cases
filed in the combined Justice Courts
In 1484. P 4 In IMS; 101
I think it's obvious, if Ihe law en
forcement agencies are incurring a
greater case load, then ihe cases in
curred hy the prosecuting Distrkl
A Homes should increase likewise
Bui. this is not happening Whs ’
I-els chec k (he record
Between 148), when McNerney
look office, and March of I486
there were 233 misdemeanor cases
filed in the Imgon Justke Court hy
■he Distrkl Attorney
-144 of the 233 entered guilty
pleas upon arraignment
18 found guilty hy judge or jury
-6 changed lo guilty plea after "in
mal"not guilty” plea
-6 found not guilty upon trial
20 plea bargained or cisily com
promised prior lo trial
-7 other (died, extradited, change
ot trial location, or search warrants)
-33 Dismissed (Distrk't Attorney
refused to prosecute)
•14 pending
Of the 64 persons who plead not
guilty. only 38*3 went to trial 39%
were (ultimately dismissed) What
this means, is that if the person
charged with a crime, gets an al
lomey and pleads not guilty, he has
a better than even chance of getting
the case dismissed prior to trial
I also wonder where the prim
media has been This information is
available to anyone who cares to lake
ihe time lo look it up Before you
v«4e on May 20, know who you're
voting for. and what they stand for
Jeff Wallace stands for justice and
victims rights

Don't support those supporting abortion

You don't have to he a farmer lo

Support Joe l.utz for U.S. Senate
To the Editor
Oregon Repuhlkans are being
presented with two vastly different
candidates for United States Senate
The decision between Joe l.utz and
Bob Packwood will he one of the
most important decisions ever made
in our state Having studied and
compared both men and their cam
paigns I have come to ihe conclu
sions (fiat Joe lutz deserves to he our
Senator and Oregon deserves a
Senator like Joe l.utz
Joe l.utz has carefully studiti the
foundations of our government and
now offers clear, substantive
answers to the important questions
Americans are asking. Boh
Packwood is a professional politician
who has learned how to avoid giv
ing direct answers lo questions, how
lo raise money, and how to get
reelected
Joe Lutz has gone face to face with
the people of Oregon showing the
same interest in the gathering of five
as he has with a crowd of thousands.
Boh Packwood has played "Rose
Garden" politics while spending his
committee's treasury on an elec
tronic campaign unparalleled in
Oregon history Joe lutz is ready*
and willing to give the people the
benefit of seeing and hearing both
candidates in public debate. Boh
Packwood doesn't think we arc in
lercsted Joe lutz has raised the ma
jonty of his campaign funds from in
dividual Oregon citizens. Over 48*3
of Packwood's multi-million dollar
fund has come from out-of-state
interests
Even in the Voter’s Pamphlet we
just received Ihe contrast is clear Joe
l.utz personally addresses die peo
pie and challenges us to he inform
ed voters. Boh Packwood gives us
iwo-year ok) quotes thal make us
wonder which of our present
Senators is up for rcclcctum Joe
l.utz talks about issues; Boh
Backwood talks about “ clout".
On May 20 we have the oppor
tunny to make a fresh beginning, a
return to personal, accountable,
principled leadership Oregon
deserves a Senator like Joe Lutz
