Heppner man earns D.V.M. Mark Sargent, ion of Dick and Lynnca Sargent of Hep pner, will be among 36 grad uates of the Oregon State University College of Veter inary Mwlicln Sunday, May 27, who will be honored in a special ceremony in the Stewart Center on the OSU Campus. This will be only the second graduating class in the history of the eight-year old college. Graduates will re ceive their D.V.M, degrees during the 115th annual OSU commencement on June 3. Sargent graduated from Heppner High School In 1977. He received a Bachelor of Science degree with a high scholarship award in 1981 from OSU. He was accepted a during his junior year to the Tri-State Veterinary program which he has finished in seven years instead of the usual eight. The Morrow County 4-H Leaders Council Is sponsoring a film, "St. Helens," starring Art Carney, Friday, May 18, 7:30 p.m. at the Heppner Junior High gym. This form of family enter tainment supports the in creased emphasis which 4 H is placing on family involve ment. Sponsorship of the film is also an attempt, say Birdine Tullis and Steve Campbell of the Morrow County Extension office, to change the image of 4-H from the community sup- porting 4-H to 4-H returning Heppner TV Coop elects board member Tuesday, May 8th the 29th Annual Meeting of Heppner TV Inc. was held at the Wagon Wheel Cafe meeting room. Twenty -one members besides the board attended, reports a spokesperson for the co-op. Report of the financial sta tus of the co-op was brought up to date by the firm of LeMas ters and Daniels, Hermiston. The technical report was given by technician Tom Springer. No major upgrade was done for the year. Said proposals should indicate applicant's interest and abil ity in becoming involved in this program. Participants in the program will rehabilitate substandard rental units requiring a min imum of $1,000 per unit of repair or system replacement I ASSOCIATES, INC to bring them into compliance with Housing Quality Stan dards and local building codes. The cost of the work may be financed by a lending institution, the owner, or other sources. Program guidelines require that completed units shall be available for eligible, low-income, elderly tenants, and rehabilitation may not perm anently displace present ten ants. At the successful completion of rehabilitation, the owner and the Housing Authority will execute a 15-year contract which establishes rent for the unit (s) that will cover reha bilitation costs, monthly oper ating costs and provide a return on the owner'i invest ment. For the 15-year con tract term, the owner will rent the unit(s) to eligible, low-income, elderly tenants who will pay approximately 30 percent of their income toward the rent and the Housing Author ity will pay the remainder directly to the owner. The Housing Authority will refer eligible persons to the owner to assist in selecting tenants, throughout the 15-year period. Guidelines specify, among other criteria, that priority consideration be given to those owners having the great est dollar amount of required rehabilitation and the greatest number of units to be brought up to standard.
