L. 93-234), 87 Stat. 980, which added Section 1363 to the National Flood Insurance Act of 1968 (Title XIII of the Housing and Urban Development Act of 1968 (Pub. L. 90-448)). 42 USC. 4001-4128, and 44 CFR 76.4 (a). These elevations, together with the flood plain manage ment measures required by Section 60.3 of the program regulations, are the minimum that are required. They should not be construed to mean the community must change any existing ordinances that are more stringent in their flood plain management require ments. The community may at any time enact stricter requirements on its own, or pursuant to policies estab lished by other Federal, State, or regional entities. These proposed elevations will also be used to calculate the ap propriate flood insurance premium rates for new buildings and their contents and for the second layer of insurance on existing build ings and their contents. Pursuant to the provisions of 5 USC 605 ( b ) . the Associate Director, to whom authority has been delegated by the Director, Federal Emergency Management Agency, hereby certifies that the proposed flood elevation determina tions, if promulgated, will not have a significant economic impact on a substantial num ber of small entities. A flood elevation determination under Section 1363 forms the basis for new local ordinances, which, if adopted by a local community, will govern future cons true ti on within the flood plain area. This change, as approved by the board, will result in an annual saving to the college of between $40,000 and $45,000, In making the recommen dation. President Daniels said, "For quite some time it has been our policy to review each staff vacancy to deter mine if the responsibilities assigned to that position are essential and to determine whether those responsibilities could be assumed by other staff members." The presi dent further explained. "This type of review applies to ad ministrative staff positions as well as faculty and support staff." The review of the adminis trative staff positions resulted from the recent retirement of Robert E. Hawk and dean of Occupational Programs. Daniels said. "The reduction of one administrative staff position was made possible by reorganizing the administra tive staff and by increasing the duties of each administra tive staff member," Under the new administra tive structure, college opera tions will be divided into two ma for areas One area will be Instructional Services and the other area will include all of the Instructional Suppoprt and Student Services. Robert Kelly will remain as dean of Instructional Services. Pat Loughary, who has served as dean of students, will continue those responsibilities, but his position has been expanded to include other college services. Larry O'Rourke, who has served as director of Continu ing Education, will be ad vanced to the position of asso ciate dean of Instruction, and Ellsworth Mayer, who has been dean of Academic Plan ning and Research, will also be moved to a position of associate dean of Instruction. Truman Baily will remain as director of registration and Admissions, but will assume expanded responsibilities. Jack Warren will remain as the college business manager.
