Around About By Justine Weathcrfora' Sometimes It seems that Morrow County, particularly the Heppner area, goes on about the same year after year. This has not been true since preliminary work began on the Willow Creek Dam Project. The relocation of the Willow Creek and Balm Fork roads has brought such a change to those who live near the old routes in the neighborhood of Hager Park or who live along or use the new route. We who are on South Court Street, which connected with the old Willow Crock Road, have seen such a ' drop In traffic passing our homes. No longer do I watch loads of logs come by, no longer can I see families going to the mountains and often bringing home loads of wood, and this Christmas time the fresh-cut yule trees will come over the new road and I will miss seeing them pass by. Last week I was very interested in the talk and slide show that Col. Robert Williams, district engineer for the Walla Walla District of the U.S. Army Corps of Engineers, presented Tuesday noon. His slides showed the extent of the Walla Walla District which mainly encompasses the Snake River drainage area, although it touches In parts of six different states with Its largest portion being In Idaho.' " Actually, Heppner Is not In the Walla Walla District, but ' this project was assigned to that district for both design and construction. Col. Williams stressed how this project is really making Heppner famous as its roller compacted concrete construction Is very new and Is being publicized in many engineering and construction journals. Engineers and construction workers from many part of the world have come to view this dam being built. The fact that this sized dam is being completed in one season is remarkable. The contactors have set records for efficiency and speed in Its construction. The principal ' contractor, Eucon, has targeted Sept. 20 for the completion of work here. In 1982 the autumnal equinox, or the official beginning of fall, doesn't come until Sept. 23. It is possible the dam construction will be mainly completed about then or quite soon after that date. Remember that the vernal equinox, the beginning of spring, was March 20 so actually most of the work has been done in the remarkably short period of around six months. Of course the finishing touches will come later, such as the landscaping of a lakeside park, the building of a boot ramp and probably the building of a baseball diamond. ; For some time now and continuing this month Civil Engineer Leif Erickson has been conducting Information tours for viewers of the project. He tells how pleased he is to be able to watch as it approaches completion because he was in on the designing of the project many moons ago. He says "It Isn't too often that a design engineer is able to be present during construction and be able to watch the completion of the dt-Kign he took a part In creating." This year the entire south county community will really feel a great change when the persons working on the dam move away, many taking their families and even their movable homes with them. Again there will be more homes for rent and for sale here. Of course the dam project forced several families to move to different locations. The recreational-vehicle park that the John Skows built just in time to give places for the temporary homes of some of the workers may not be as well used after their departure. Lexington may see some workers moving away. Restau rants, taverns, motels, the laundromat and generally all businesses will finally realize (if they haven't already) how much this construction period has meant to them. The people Involved with the dam have meant much to the whole community, too. We have grown and have learned from our exposure to these people who came from many different places, bringing their differing and sometimes unusual backgrounds and a variety of Interesting experiences. We hope that as they leave here, they will have some good memories of their months among us. The,y have worked so hard and so fast that most of them have not been able to participate in many community activities. We wish some of them would linger and really let us get acquainted with them. However, they will all be able to say "Yes, I know Heppner, Oregon. I worked there in 1982." We hope they may add "It's a pretty nice little town full of good, friendly families." This is the location of the home of Beulah and Harold Sherer which was selected as the Yard of the Month for Sep tember by the lone Garden Club, i At this time of year petu nias, roses and geraniums make a colorful display among Immaculately groom ed evergreen shrubbery. Soon the chrysanthemums and Michaelmas daisies will pro vide a beautiful sight for passersby. "Doc," as Mr. Sherer was known when he was Morrow County road superintendent, is finding retirement busy on his farm ; working with his cattle and helping Beulah keep their house and yard in apple pie order. Since the beginning of the Yard of the Month project last year, members of the garden club have noted a renewed interest in the appearance of yards and gardens in the area. In fact, it has been very hard to select the "best" garden for each month, said a club spokesperson.
