I am so sorry to disappoint Bob. but our bipartisan approach to balancing the budget seems to have worked quite well. As senate majority leader, I had the impression that the budget balancing package was primarily initiated by Governor Atiyeh. Bob says the plan came from "liberals." Since liberals make up a minority of both the house and the senate, it is impossible for them to dominate either body. Bob said he had a budget balancing plan too, but no one would listen to him. Maybe that says something about his leadership. Actually. Evidently, he sent his plan to the press but forgot to inform his fellow legislatures. After the special session. I had an opportunity to read his plan as reported in the press. It sounds like another one of those "give-away programs" that go' us in the mess we're in today. I prefer the program and salary cuts we made to bal ance the budget in the one-day special session and evidently the vast majority of legislat ors and the governor do also. With Bob's talent and exper ience, he could be an import ant force in the Oregon Legis lature as he once was: but now he would rather sit on the sidelines and criticize those who are making the decisions. Spicer also reported that David Joe Steelman. 30, Boardman. was arraigned on a charge of alleged First Decree Theft in Morrow County Circuit Court on June 23 Valerie Doherly was ap pointed as council for him. Jeffrey Patrick Cutsforth, 22 of U-xington. was found guilty of Exceeding the Maxi mum Speed Limit in Morrow County District Court on June 25. reported Morrow County Deputy District Attorney Har old McLean. Cutsforth was fined $107 for that charge. A charge of Attempting to Klude a Police Officer was with drawn from the jury by the court and the effect of the judge's order is the equivalent of a judgement of acquittal by the court, said McLean. Rocky I,ee Fritchman. 19 of Boardman. was tried for .Second Degree Theft By Re ceiving in Morrow County Jus tice Court (Irrigon) on June 27 and was found not guilty. Fritchman pleaded "guilty to a charge of having an Open Container of Alcohol in a Motor Vehicle.
