Heppner, Oregon, Thunday, July 23. 198I-NINE 0 PUBLIC NOTICES NOTICE OF PUBLIC HEARING On Monday, August 3, 1981, at 8:(M) P.M.. at the Heppner City Mall, the Heppner Com mon Council will hold a public hearing on an amendment to the City of Heppner Zoning Ordinance which would allow Mobile Homes as a Condition al Use in a Commercial Zone. Published: July 23, 19H1 NOTICE OF SALE OF PROMISSORY NOTE SEALED written bids will be received by the undersign ed until B:00 p.m. o'clock on the filh day of August. 1981, at the Office of the City Recorder in the City Hall of Heppner, Oregon and immediately thereafter publicly opened, in the Council Chambers of said City Hull, for the purchase of a promissory note of the City of Heppner, Morrow County, Oregon, in the aggregate principal amount of Four hundred thirty thousand dol lars $430,000.00). The pro ceeds of the note will be used to provide interim financing for the portion of the cost of construction and installation of improvements to the munic ipal water system for said City of Heppner, Oregon. The note is to be in the amounts and dated within 30 days of the dates shown below; DATE OF ISSUE September 1, 19H1 AMOl'NT $4.11). The City reserves the right to reject any or all bids for the note. The Farmers Home Admin istration has agreed to pur chase an issue of bonds of the City of Heppner, Oregon in the aggregate principal amount of W30.0U0.00, the proceeds of which will be used to retire the note herein offered. Said note will be sold for not less than its par value to the bidder offering the lowest effective interest rate to the City. Such rate shall not exceed thirteen percent. The bid must contain a statement of the net interest cost, based upon a 3(H) day year. The note will be issued pursuant to the applicable provisions of Oregon Revised Statutes. Chapter 287.522 et aeq. Both principal and inter est are payable at the Office of the City Recorder, Heppner. Oregon. The note will be redeemable at the option of the City at any time. A certified or cashier's check of or on a bank doing business in the Sla le of Oregon payable to the order of the City of Heppner in the amount of two percent (2 percent) of the par value of the note offered for sale is to accom pany the proposal. The note will be delivered in Heppner, Oregon, either to the purchas er or a designated agent as soon after the sale as practical or at its issue date. The City of Heppner will make the award of the promissory note at 8:00 p.m. o'clock on August 6, 1981. The approving legal opinion of Ragen, Roberts, O'Scan nlain, Robertson and Neill, Attorneys at Law, Portland, Oregon will be supplied to the successful bidder together with the opinion of said counsel as to the tax status of said note. The Office of the City Recorder, City of Heppner, Oregon, is the place where copies of the ordinance authorizing the sale of the note may be obtained by those persons, firms and corpora tions interested in obtaining copies thereof.
