With the iiHHixlancc of Sen. Clifford Trow, DCorviillis, the Oregon F arm Bureau Federa tion (Ol'HF) has rewritten Oregon Revised Statute 310(10)1, an inventory tux phuHe-out of agricultural eq uipment and tools. The initial legislation, pas Bed in 1973, called for the phase-out of certain property taxes on equipment and machinery used in almost every uNpect of farming and ranching. The law, however, did not address items like hand tools, fuel storage tanks, and similar equipment. The new hill will exempt from tax "IimIs, equipment or machinery used predomi nantly in the construction, reconstruction, maintenance, repair, support or operution of farm machinery and equip ment." "This is a means to cut down on the paperwork farm ers are inundated with," said Don Scht'llenberg, manager of public affairs of the OFBF. "The amount of dollars we are talking ulmut is minimal and it's A practical time-saving proposal." Legislation would restrict alien ownership of farmland A Democratic representa tive from Portland, Annette Farmer, is introducing a bill in the I9HI Oregon Legislature restricting ulien ownership of farmland in Oregon, accord- , ing to an Oregon F'arm Bureau Federation Bulletin. The Oregon F'arm Bureau Federation (OFBF) is on record us supporting similiar legislation in past years, stating opposition to the "foreign ownership of U.S. lands: excluding resident aliens." "It is heartwurniing to see a person from a metropolitan area come out in support of such a proposition," said Frank Setniker, president of the OFBF. Although only one percent of Oregon's farmland is owned by foreign investors, accord ing to an Oregon State University study, the F'arm Bureau, like Farmer, says now is the time to assure foreign interests do not have loo much of a say in the future price of U.S. food. Under present laws, foreign investors are allowed to ex port goods without paying tuxes, inflating farmland prices. F anner says the U.S. political system's volatility, the dollar's depreciation rela tive to foreign currencies, and land as a hedge against inflation is making Americans farms appealing to foreign purchasers. "Now is the time to retain our farmland for the economic benefits of Americans and not as investments for foreign interests," Setniker said. "Re presentative Farmer is acting wisely, in a way guaranteeing the future of our lands so they will no longer appeal to foreign purchasers at the expense of the American dollar," he said.
