""i ih h --im 5 f , '"1 1 EIGHT The Gazette-Times, Heppner, Oregon, Thursday, March 30, 1978 Public Notice STATEMENT OF NON-DISCRIMINATION Columbic Basin Electric Cooperative, Columbia Power Cooperative and Wasco Elec tric Cooperative have filed with the Federal Government a Compliance Assurance in which they will comply fully with all requirements of Title VI of the Civil Rights Act of 1964 and the Rules and Regulations of the Depart ment of Agriculture issued thereunder, to the end that no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination in the conduct of programs and the opera tions of facilities. Under this Assurance, these organiza tions are committed not to discriminate against any per son on the ground of race, color, origin in its policies and practices relating to applications for service or any other policies and practices relating to treatment of bene ficiaries and participants in cluding rates, conditions and extension of service, use of any of the facilities, atten dance at and participation irf any meetings of beneficiaries and participants or the exer cise of any rights of such beneficiaries and participants in the conduct of the opera tions of these organizations. Any person who believes himself, or any specific class of individuals, to be subjected by these organizations to discrimination prohibited by Title VI of the Act and the Rules and Regulations issued thereunder may, by himself or a representative, file with the Secretary of Agriculture, Washington, D.C. 20250, or the Rural Electrification Admini stration, Washington, D.C. 20520,or this organization, or all, a written complaint. Such complaint must be filed not later than 180 days afer the alleged discrimination, or by such later date to which the Secretary of Agriculture or the Rural Electrification Ad minstration extends the time for filing. NOTICE OF ADOPTION OF EMERGENCY ORDINANCE $34,000,000 POLLUTION CONTROL REVENUE BONDS (Portland General Electric Company Boardman Project Series 1978 A PUBLIC NOTICE IS HERE BY GIVEN that the Board of Port Commissioners of the Port of Morrow, Oregon, adopted an Ordinance to meet an emergency, the Ordinance to be effective upon its adoption. The Emergency Ordinance authorizes (a) the issuance of $34,000,000 Pollution Control Revenue Bonds (Portland General Electric Company Boardman Project) Series 1978 A, of the Port of Morrow, Oregon, for the purpose of partially defraying the costs of acquiring and constructing pollution control facilities on said project and acquiring easements; and (b) the execu tion and delivery of a Bond Purchase Agreement, Inden ture of Trust No. 1, Equipment Lease No. 1, Sublease Agree ment No. 1, and Easement Agreement No. 1. The Emergency Ordinance was adopted March 24, 1978 and its effective date is march 24, 1978. A copy of the Emergency Ordinance is on file at the office of Port of Morrow, One Marine Drive, Boardman, Oregon, 97818, and at the office of the County Clerk of Morrow county, Morrow County Courthouse, Heppner, Oregon. The plan will be subject to review and modification until adoption of a final comprehensive plan in June, 1978. Six young county livestock raisers honored at annual Pendleton Grain Growers meeting , Six Morrow County 4-H members and FFA students were among 22 trophy winners recognized at the 48th annual meeting of the Pendleton Grain Growers for having shown grand champion live-, stock in the past year. At the March 18 annual meeting, PGG Livestock Fieldman Pete White presen ted the awards to the Morrow County contingent which in cluded Mark Sargent, Mike Brosnan and Tony Currin, all from Heppner; Ken Grieb, Lexington, Carol McEUigott, lone; and Robert Richards, Irrigon. Other grand champion showers included: Coleen Baker, Suzanne Baker, Troy White, Ann Cherry and Rod McLaughlin, all from Hermis- ton; Karen Phinney, Cove; Cindy Hinton, Greg Zessin, James Ely, Doug Hall and Wes Koklich, Milton -Free wa ter; Gary Johnston, Long Creek; Heather Marchbank, Pendleton; Roger Davis, Adams; Brian Skillman, Echo; and Alison Hansell, Athena. . During the business portion of the meeting, PGG General Manager Don Cook reported earnings of $229,474 on sales of $59,841,444. Cook said the figure was not an adequate return on members' invest ment, but it was not unexpec ted in the poorest economic year for agriculture in the past decade. Jim Rosenberg and John Walchli were re-elected to three-year terms as director at-large and Earl Sims was recognized for 25 years ol service to PGG. ; At the board meeting im mediately following the stock holders meeting, Bill Etter was elected president, Gerald Terjeson, vice president; Don Cook, secretary-treasurer; John Amort, assistant secre tary and Orville Gerberding, assistant treasurer.
