That the sum of $16.40, real property taxes, be refunded. 3. In five separate matters, that uncollectible delinquent personal property taxes be cancelled. 4. That a certain undeveloped portion of 5th Street be vacated. Published April 14, 1977. Open house The Heppner Neighborhood Center will hold an open house Friday, April 22, from 10 a.m. until 4 p.m. According to officials of the Center, the open house is designed for the public. It will give benefactors of the Center a chance to see how their gifts have been put to use. The Neighborhood Center is located on Willow Street near the Heppner City Hall. The Center recently completed a move to the new location. Watershed review in progress At President Carter's re quest, USDA's Soil Conser vation Service is conducting a review of all small watershed projects in Oregon under con struction or approved for con struction, SCS State Con servationist Guy W. Nutt said today. The Rock Creek Water shed project in Morrow and Gilliam Counties is among eight projects under review in Oregon. Projects under review in clude those administered by SCS under Public Law 566, which limits the size of water shed areas to no more than 250,000 acres. The multi-purpose projects always call for land treatment to reduce soil erosion and siltation. They generally include such flood prevention structures as earthen dams and water im poundments. Many projects also provide local people with domestic and industrial water supply, irrigation water, rec reation, and fish and wildlife habitat. Nutt said the review will be made in two phases. "The first screening," he said, "will be to identify those projects that are unquestion ably sound environmentally, economically, and from the standpoint of safety of struc tures. This phase is to be completed by April 29." The SCS official said that projects which do not pass the initial screening will undergo more thorough study, with the process to be completed by June 15. Projects then select ed for public hearings will be announced on June 17. Nutt gave his assurance that any hearings will be held in the vicinity of the projects before July 1. Final recom mendations on projects will be provided to the President by July 15. The State Conservationist said that projects that pass the initial screening will have to meet the following three cri teria : 1. No additional major adverse environmental im pacts would result from pro ject completion; 2. The ratio of remaining direct benefits to remaining direct costs exceeds unity when discounted at a rate of 6-3n per cent; 3. No credible question remains to be resolved con cerning the safety of project structures. The Oregon review is part of a governmentwide study of all water resource projects order ed by President Carter. An interagency task force co ordinated by the Council on Environmental Quality and the President's Office of Man agement and Budget develop ed the criteria. Total number of SCS projects being re viewed nationally is 1,185. Operation costs compared The Columbia Basin Elec tric Cooperative has reported on a comparison of the operation for 1976 to 1975-and made other cost comparisons. The 1976 revenues were $1,447,988.00 which was a 9.1 per cent increase over 1975. The margins over expense were $213,939 for 1976. Irrigation revenues repre sented the largest single class of sales at $377,722.00. This represented 26 per cent of the operating revenues. Residential-Town sales were $345,977 in 1976 and were 24 per cent of the total operating revenues. Sales to rural-residential members amounted to $273,034. Small Commercial sales were $204,915 and large commercial sales were $218,164. The average operating sales price per kwh was 1.25 cents for the 114,892,037 kwhs sold to the 3,427 member accounts. The average price paid per kwh for the residential users across the nation was 3.21 cents in 1976 compared to 1.55 cents for Columbia Basin residential members. The pro jected average cost of all resi dential users for the U.S. for 1977 is 3.47 cents. PROPOSAL Shall the City of Heppner, Oregon be authorized to levy for the fiscal year 1977-78, the sum of $46,445.00 outside the 6 limitation set forth in Section 2, Article II of the Oregon Constitution. EXPLANATION OF BALLOT QUESTION Without the approval of the voters, the City of Heppner has authority to levy only the tax base of the City, which is $41,485.00 This sum, together with available non-tax revenues, is not adequate to meet the operating needs of the City. Because the tax base is inadequate, it is necessary to submit to the voters for the fiscal year 1977 - 78, a tax levy request In excess of the tax base. If approved, the operating budget to be financed by local taxes for the years 1977-78 will be $46,445.00 outside the 6 limitation of the Oregon Constitution. This constitutes a rate levy increase over the preceding year in the maximum amount of $3.52 per thousand of true cash value of tax able property. Last year the rate of levy was $2.77 per thousand of true cash value. The reasons for increasing the levy are: Reduction of Federal Reven ue Sharing money, plus increases in cost of equipment and supplies, con tracted services and materials, employment salaries, social security, work men's compensation, all necessary for the operation and maintenance of the City of Heppner. Yes, I vote for the tax levy. No, I vote against the tax levy.
