Anderson said he had re ceived letters and confirmed them by phone calls to both Leo G. Fan- and D.J. Hebard of the health division verifying 28 new connections for the City of Heppner. However, Ander son stated that the state had placed three restrictions in their letters; namely, that detailed plans be submitted to the department for its ap proval prior to any construc tion, that all new water connections have 30 pounds pressure per square inch (psi) rather than 20 psi, and the improvements of Well 3 be corrected before July. Improvements to Well 3 include replacement of the pump and motor, pump con trol valve, and miscellaneous valves and fittings. The state has also requested the city to raise the present casing and reinforce the existing concrete slab. Anderson again stressed the point that building applica tions should be handled in dividually, and if necessary, pressure checks be taken to make sure that the line has 30 psi at all times. ' , - Walpole was chosen at the first joint meeting of the Oregon State Sheriff's Association and the Washington State Sheriff's and Police Chief's Association held in Vancouver, Wn., Dec. 6. Sheriff .John F. Mollohan of Morrow County , Da vid Burks, Land County, James Heenan, Marion County and past-President Carl B. Bondetti of Astoria County were named to serve on the association's executive board. More than 200 law enforcement officials from both states, with their guests, attended the meeting and heard an address by Ferris Lucus, executive director, National Sheriff's Association. " ' The next scheduled workshop meeting of the OSSA will be held March 1 at Bend. Heards off to Mexico Charles and Dorothy Heard no sooner recovered from the vodka and caviar circuit in Russia than they announced plans to tour Mexico. The Heards leave Sunday with their motor home on a route to Mexico that will take them to Gold Beach to visit a daughter; to Sebastopol, Ca., Solvang and Los Angeles, where they will view the Rose Bowl Parade; thence to San Diego and Yuma, Ariz., to visit former Heppner Post master Jim Driscoll and Mrs. Driscoll; then to Nogales where they will join up with the Old Wagon Masters Cara van for a 33-day tour of Mexico. At the meeting Anderson hopes to make satisfactory financial agreements with the Corps for cost sharing of the relocated facilities and also hopes to obtain funds for design plans. Anderson also stated he has contacted Berwick L. Wood, Kamhoot-Wood Construction, Lake Oswec. as they are interested in developing the area near the Pioneer Hos pital. However, their tentative plans are for low-cost housing development. Also contacted was Kinzua Corporation, which will sub mit plans to the city prior to the January meeting for the construction of homes for their employees, necessitated by their present expansion program. Anderson notified the coun cil that he had contacted a steel company after passage of the bond issue and had been told that the price of steel needed for the construction of the reservoir had risen $30,000 in the past few weeks. With the absence of Elaine George, recording secretary, there were indications that although the council had voted and passed on the building permit for Howard Carrells, it might be best to vote on and issue the permit again as there were no notes available to indicate the council had approved the building permit previously. with them. Cgsg FumBurG i Randy Lott asked question of Anderson regarding some permits in the Lott Subdivi sion, and was told to file building permits where he was certain he had 30 psi.
