Done and dated this 20th day of June, 1966. PAUL W. JONES Co. Judge E. O. FERGUSON Commissioner WALTER H. HAYES Commissioner 18-21C Duncan Supports Information Bill Rin Rnhert B. Duncan (D Ore.) said June 21 that "any responsible public office holder M-in hiim tn arknowledee in deed, should acknowledge tnai the result or a iree press nas been overwhelmingly Denenc ial." Duncan made his statement in pxnressinp- his sUDDort lor a 'TrMrtnm nf Information" meas ure missed bv the House 307 to 0. The identical bill has been approved by the Senate and the bill now goes to tne rresiaeni fnr cicrnnttire The bill would require most categories of activities oi agen cies of the Executive Branch be rawn tn Dublic scrutinv. It pro vidps n court test when infor mation is denied a citizen. It does provide for certain cate gories of information in the area of national security to be withneia. "Passage of this freedom-of- Infnrmntinn hill is not the fi nal chapter," Duncan said. The r-nmnninn ncalnst secrecv in government is never entirely permanently won. But ine oiu represents a firm and wide step forward loni? dela v e d and long-overdue. Other liberalizing rh.mters remain to be written. And these, too, will have my support." Duncan said the history of this country is incomplete with out discussion of the press and its shaping impact upon gov ernment. He said no one in pub lic life has not at some time wished a newspaper "had not printed such and such a story, but Thomas Jefferson once said that he preferred newspapers without government to govern ment without newspapers." Duncan said that when he was Speaker of the Oregon House of Representatives for a precedent-making two consecu tive terms he insisted on open sessions of legislation commit tees. "This was the public's gain and the legislature was certainly the better for it. The Congress would be the better for it if such a policy were In existence," he said.
