ment without newspapers."
Duncan said that when he
was Speaker of the Oregon
House of Representatives for a
precedent-making two consecu
tive terms he insisted on open
sessions of legislation commit
tees. "This was the public's
gain and the legislature was
certainly the better for it. The
Congress would be the better
for it if such a policy were In
existence," he said.
