The said bonds shall be in such form and shall bear such issue and maturity dates as the Coun cil shall determine, but all of said bonds shall mature within twenty-five (25) years from Issue date. Should the Council so elect, it mav issue the said bonds with the privilege reserved therein, of redeeming part or all of the bonds at par value and accrued interest, unon optional dates to be desig nated in the bonds. The said bonds shall be sold for not less than ninety-eight (98) per cent of the par value thereof and the full amount of accrued interest thereon. (r) The debt limitations con tained in the charter shall not ap ply to any of the bonds hereby authorized.
